Castro holds integrated simulation to prepare against extreme weather events
The activity simulated a scenario of heavy rain, hail, wind gusts and severe storms hitting the municipality, aiming to test the integration between administration sectors and identify improvement points in the city's disaster response capacity.

The city of Castro promoted on Tuesday (8) the Integrated Simulated Plancon Castro 2026, bringing together the Defesa Civil Municipal, the Defesa Civil State, the Fire Department, municipal secretaries and volunteers in a practical emergency response exercise. The event took place from 8:30 am to 11:30 am, in the auditorium of the Municipal Secretariat of Education.
The activity simulated a scenario of intense rain, hail, gusts of wind and severe storms hitting the municipality, with the aim of testing the integration between the sectors of the administration and identifying points of improvement in the capacity of the city to respond to disasters.

The mayor Reinaldo Cardoso participated in the activity and highlighted that the meeting brought together all the secretariats that can act in an emergency, under the centralization of Defesa Civil. “Our meeting today, everything will be centralized in the Defesa Civil; the requests, the information all come to the Defesa Civil. The Defesa Civil downloads to the secretariats what they have to do, where they will do, how to do it and what is the priority, what has to be done first,” he explained.
The mayor recalled that the service model has already been tested in the municipality during the hail storm of last year and said that the structure continues to be improved in the face of the forecast of intense rains for the coming months. “It was already tested when it had that stone rain. We quickly did the service; now we will be even more prepared, because the forecast of the El Niño is that the months of October and November will be really with a lot of rain, a lot of winds. God forbid we have nothing, but you never know, you have to be prepared. So today, with the Defesa Civil, we are prepared for the response if there is any catastrophe in the municipality of Castro,” he said.

The coordinator of Defesa Civil Municipal, Edmir Kirchof, explained that the simulated seeks to anticipate situations that, in practice, do not warn before it happens. “An event like this does not send a memorandum, does not send an office, it arrives as an ordinary day. So it is good that we simulate an emergency situation so that, when it happens, and I say when and not if it happens, because it is imminent and we do not know, and our municipality is in this vulnerability of extreme events, we are prepared so that our population is served as soon as possible and in the best possible way.
According to Edmir, the exercise reproduced situations of intense rain, need to open shelters, emergency purchases and transfer of resources to serve the population. “It’s all for us to be prepared so that when the event happens, we are ready,” he added.
Lieutenant Edson Roque, from Defesa Civil Estadual, participated in the simulated and explained that the prevention work in Castro has been developed since March of this year, due to the El Niño phenomenon. “We have been working on the prevention of actions under the El Niño for a long time. The municipality has, together with the Defesa Civil State, through the municipal coordination, the actions to confront this event,” he said.
According to the lieutenant, the simulated serves to make each secretary and each servant of the city understand their role in the response structure, especially in the face of a possible decree of emergency situation or state of public calamity. “By decreeing this situation, the municipality already has the possibility to seek resources from the state government and the federal government and give the first response, which is to help those who are in an emergency situation,” he explained. The lieutenant also recalled that Castro has already demonstrated a capacity for rapid response in previous occurrences, citing the case of the hail last year, when the municipality decreed an emergency situation. “The Defesa Civil really gave a very quick response,” he praised.

The simulated exercise was coordinated by Edmir in the general direction of dynamics, Sandro Kiel in the operational reading of resources, equipment and logistics, and Letycia Silva in the secretariat and control of the exercise, responsible for recording decisions, doubts and weaknesses identified throughout the activity. Representatives of the Fire Department, among them the first lieutenant Paes Júnior, also participated, as well as volunteers, including members of the amateur radio.
Throughout the exercise, participants were challenged to make decisions in the face of simultaneous scenarios, such as victims in urban and rural areas with partially blocked access, dispute over the use of the same machine between two work fronts, need for temporary shelter opening and power outage in an essential unit of the municipality.
The Defesa Civil of Castro reinforces that the action in emergency situations follows an order of priorities: first the preservation and the rescue of life, then the stabilization of the critical situation and, finally, the protection of property and the meio ambiente.
