Civil Police investigates R$1.7 million electronic fraud in Imbaú Municipality accounts
The BO nº 2026/1394260, registered on October 19, 2026 at 5:35 PM as a Police Inquiry for fraud in the form of electronic fraud, has as victims the municipal finance secretary, Keila de Fátima Bueno Lopes da Silva, and the Municipality of Imbaú itself.

The report of the Portal Boca no Trombone had access to a Unified Occurrence Bulletin registered in the 18th Police Subdivision of Telêmaco Borba, where it exposes an electronic coup that would have caused damage of approximately R$ 1,700,000.00 to the vaults of the City of Imbaú. Civil police are investigating the case.
The B.O. no 2026/1394260, registered on 19/10/2026 at 17:35 as a Police Inquiry for electronic fraud, has as victims the municipal secretary of Finance, Keila de Fátima Bueno Lopes da Silva, and the Municipality of Imbaú.
According to the report provided by the police station, it all began on October 14, 2026 (Wednesday). On this day, the mayor Dayane Sovinski tried to access the Box Manager system and failed. The system reported that the username or password was incorrect. Before the blockade, the City Council sent a formal e-mail to Caixa Econômica Federal at 3.14 p.m. on the same day requesting the unlocking of the mayor’s key.
On the 14th, Secretary Keila received a phone call from a person who identified himself as Flávio Fontoura, manager of Caixa. He reported that an urgent update to the Box Manager system would be required, at the risk of total access interruption.
Believing this to be a legitimate procedure, the secretary accessed the computer of the Secretariat of Finance and performed the procedures indicated by the alleged manager. She said at no time did she provide passwords verbally.
The computer failed.
According to the testimony, between October 14 and 16, the Secretariat’s computer began to exhibit abnormal behavior. The screen was black, locked, and unavailable for administrative activities. The interlocutor kept in touch by phone and messages, saying that he was moving to Imbaú to resolve in person on Friday, 16, but never attended.
The witness also reports that the legitimate contacts of Caixa were blocked on her cell phone, which made it difficult to communicate with the real bank. Messages on her behalf requesting release of passwords would have been sent, which she denies having authorized.
The central point of the research
The point that the victim considers crucial for the investigation is the double authorization system of the Municipality.
Internally, the movement of resources of Imbaú requires two distinct keys: one from the Secretariat of Finance and another from the head of the Executive Power, the mayor Dayane Sovinski. Without the two, no transfer should be completed.
However, even with the key of the mayor officially blocked since the 14th, suspicious transfers were effected on October 15th and 16th, Thursday and Friday.
The discovery only occurred on Friday, the 16th, when the Taxation Sector of the City received an alert from the legitimate manager of the Caixa about movements that needed clarification.
In the face of the gravity, the secretary immediately sought the bank branch and tried to register the occurrence at the police station on the same day 16, but was in a state of deep emotional shock and was directed to return on Monday, 19, when she gave a detailed testimony.
In the B.O., the secretary expresses a willingness to collaborate fully with the investigations and reiterates that the central issue to be clarified is how transfers of expressive values were made without the authorization of the mayor and with the locked key.
The nature found was of Estelionato - Electronic Fraud - Crimes against Heritage, in a virtual environment. The case is being investigated by the delegate Thiago Barbosa de Almeida, of the 18th SDP.
