Fadel advocates for support mechanisms for rural producers affected by climate disasters

Windstorms, hail storms and tornadoes have caused damage in several Paraná regions. Given the increase in these occurrences, the state deputy Moacyr Fadel (PSD), candidate for re-election, advocates the creation of permanent mechanisms of protection for rural producers who suffer losses caused by climate disasters.

Fadel is the author of Bill No. 1083/2025, which establishes the State Program of Support for Rural Producers and authorizes the creation of a fund for the care of producers affected by extreme weather events. The text awaits analysis by the Constitution and Justice Commission (CCJ) of the Legislative Assembly of Paraná.

"The rural producer works, invests and plans, but there are situations that escape their control. We have seen temporals and tornadoes destroy, in a few minutes, the result of years of work. The state needs to have mechanisms to support those who produce,” says Fadel.

The proposal will give priority to family farmers and small producers who prove losses in their activities as a result of climate disasters recognized by decree of emergency situation or state of public calamity.

The resources may be used for the recomposition of crops and livestock, the recovery of production facilities, the acquisition of inputs and other actions necessary to ensure the resumption of agricultural production.

“This law will allow families to resume production and rebuild what they have lost. For smallholder farmers, farming is the main source of livelihood. The faster this recovery is, the less impact it will have on family income, on the economy of the municipalities and on the food supply," the deputy emphasizes.

A survey of the Defesa Civil demonstrates the extent of the problem. In the last three months, 138 occurrences of severe weather events were recorded in 112 municipalities in Paraná, which resulted in 30 emergency decrees. Throughout 2026, the state has already confirmed the occurrence of 13 tornadoes.

Agronomist and rural producer, Fadel knows the reality of the countryside and has the defense of the rural producer as one of his flags. "The people who produce must have the support, the security and the conditions to continue working. To value the rural producer is to value the Paraná, because it is from the countryside that comes much of the economic strength and development of our municipalities."
