Flávio Bolsonaro votes remotely in favor of Security PEC in the US
Vote was the first since he left the country last week

A week ago in the Estados Unidos, Senator Flávio Bolsonaro (PL-RJ) registered presence and voted remotely on Tuesday (3), during the ordinary session of the Senate that passed, unanimously, the Proposal to Amend the Constitution (PEC) of Public Security.
The senator left Brazil last week, after his defeat in the second round of elections, contrary to a judicial decision that determined the delivery of his passports to the Federal Police.
The order, from Minister Alexandre de Moraes, was taken in the process in which Flavio and lawyer Willer Tomaz are investigated in Supremo Tribunal Federal (STF) for alleged money laundering related to bets. The senator is the target of two criminal investigations that process in STF because he has privileged forum.
Although he did not inform the Senate Executive Board of his visit to the U.S., he has a term of office valid until January 2027 and no measures have been announced to prevent him from accessing the Remote Deliberation System.
Semi-presential, the plenary session on Tuesday was the first in which the parliamentary registered presence since he went to the Estados Unidos claiming to be the target of political persecution.
PEC of Public Security
Flávio voted in favor of the proposed authorship of the federal government, which expands the integration between the federal, state, municipal and Federal District public security bodies, with the justification of expanding the actions to combat organized crime in the country.
He also positioned himself in favor of Amendment No. 85, presented by Senator Carlos Portinho (PL-RJ). The text included the possibility for the Forças Armadas to receive funds from the National Public Security Fund to participate in actions against cross-border and environmental crimes or in operations for the guarantee of law and order (GLO).
The senator only voted against the request of the rapporteur of the PEC, Senator Rogério Carvalho (PT-SE), so that the amendments that deal with the reduction of the penal majority from the current 18 years to 16 years, or even to 14 years, were separated from the original proposal and analyzed and voted on another occasion. The Carvalho proposal was approved by 38 to 36 votes.
The Agência Brasil questioned the Senate about the senator’s situation, but has not yet received an answer. The parliamentary cabinet team was also sought on Wednesday and did not respond until the publication of this report.
One of the authors of a popular action that calls for the judicial suspension of the payment of salaries and cabinet funds of the senator, the lawyer Leonardo Nicolau Passos Marinho was surprised to learn that Flávio Bolsonaro continues to participate in the decisions of the Senate despite being outside the country.
“The rules of the house are clear. To be absent, parliamentarians have to apply for prior leave from the Senate Steering Board. Which, as far as we know, did not happen,” said Marinho, explaining that, in his view, the participation of the senator in Tuesday’s session does not invalidate the popular action already taken.
“We will have to analyze how this is reflected in the arguments of the action, but I understand that this does not alter the fact that the senator himself expressed the intention to settle in the Estados Unidos, for which he needs to abandon the mandate,” the lawyer concluded.
