Government approves R$ 6.7 billion for works in RS after disasters
The Firece management committee approved criteria and updated the application plan for approximately R$ 6.7 billion for works related to climate events in Rio Grande do Sul. The resolution was published in the Official Gazette of the Union on Monday (5). The funds are of the non-reimbursable type.

Firece’s managing committee (Infrastructure Support Fund for Recovery and Adaptation to Extreme Climate Events) approved criteria and updated the implementation plan of approximately R$ 6.7 billion for works related to climate events in Rio Grande do Sul. The decision was formalized in a resolution signed last Friday (2.out.2026) and published in the Official Gazette of the Union on Monday (5.out). The resources are of the non-refundable modality, that is, they will not need to be returned by the beneficiaries.
In order to receive the resources, the municipality must have been in an emergency situation or state of public calamity recognised by the Union. This requirement aims to ensure that the money is directed to the localities effectively hit by climate disasters, such as floods and landslides. Distribution of resources by region
The implementation plan details the destination of the values by river basin and municipality. The largest slice, of R$ 2.5 billion, will be destined for interventions in Porto Alegre and Alvorada, including dikes, damping basins and pump houses. These works are considered priority to reduce the risk of new floods in the capital and metropolitan area.
Other R$ 1.9 billion will go to shares in the Rio dos Sinos Basin, which include, among other municipalities, Canoas, Novo Hamburgo and São Leopoldo. The Sino basin is one of the most critical in the state, with a history of recurrent flooding. In addition, R$ 728.1 million will be applied in works in Eldorado do Sul, a municipality severely punished by floods.
The Gravataí Basin will receive R$ 450 million for containment and drainage actions. The Metropolitan Region of Porto Alegre will have R$ 502 million for general improvements. São Leopoldo, in addition to integrating the Sinos basin, will have R$ 69.3 million specific for local actions. The Caí basin, in turn, will have R$ 14.5 million for smaller works.

Supplementary costs and deadline for implementation
The plan also provides for R$ 533.2 million for additional costs, which may include executive projects, oversight of works, expropriations and other indirect expenses. These values are essential to enable the execution of the main interventions, ensuring that the resources actually reach the communities.
The plan can be implemented until 31 December 2031, with the possibility of extension. The lengthened term reflects the complexity of the works, which involve large engineering structures and require in-depth technical studies. The extension, if necessary, must be authorized by the Firece Steering Committee.
Eligibility and transparency criteria
In addition to the recognition of an emergency or calamity situation by the Union, the municipalities must submit projects aligned with the guidelines of the fund. The resolution does not detail all the technical criteria, but establishes that the works must have a preventive character and adapt to extreme weather events.
