Irati City Hall adopts measures after allegations of irregular medical care at UPA

Last Sunday, February 23, a formalized complaint (Bulletin of Occurrence no 241979/2025) pointed to irregularities in the care provided in Irati’s Pronto Atendimento. One citizen reported that the medical care was being carried out by a professional with training abroad and without approval in Revalida, who would be updating the doctor responsible.

The situation, which involves the presence of irregularities and procedures outside the required standards, mobilized the City of Irati. As soon as the complaint was received, the municipal managers adopted immediate measures, notifying the company responsible for the services and promoting the replacement of the accused professional, interrupting the irregular exercise of medicine urgently.

Actions of the Municipal Executive and public note

In response to the gravity of the facts, the Secretary of Health gave testimony at the Police Station, clarifying that there is no authorized program in the Municipality of Irati for the exercise of supervised activities within the scope of Medicine . Secondly, all medical services must be provided by duly accredited professionals in accordance with legal requirements and public notices.

Then, on the morning of Monday, February 24, Mayor Emiliano Gomes signed Decree No. 115/2025, which established an administrative union for the complete investigation of the facts. In the legislative decree, strict measures were determined, such as the unregistering of the accredited company (Editorial No. 053/2024, dated September 9, 2024) and the precautionary removal of the doctor responsible for the shift.

Public Note of the City of Irati The City of IRATI has been positioned regarding the denunciation of the irregular exercise of Medicine in Pronto Atendimento, on the last day of February 23 (Sunday). It is a formal complaint in the Occurrence Bulletin no 241979/2025, in which a citizen points out that a doctor who provided care in Pronto Atendimento would be replaced by another professional, with training abroad and devoid of approval in Revalida, performing care and prescriptions. The managers of the Municipal Executive, as soon as they became aware of the Occurrence Bulletin, took immediate preventive measures, notifying the company responsible for the services of the Pronto Atendimento on Sunday and determining the immediate replacements of the professional accused of the irregularity, so that the immediate interruption of the irregular exercise of the Medicine occurred. In addition, the Secretary of Health gave testimony to the Police Station, before the Delegate on call, and reported that there is NO program within the Municipality of Irati that authorizes the exercise of supervised activities in the field of Medicine. All medical services must be provided by qualified professionals who meet the requirements of the law and the accreditation notices. Any violation of these rules will not be tolerated by the Administration. Finally, it should be noted that Mayor Emiliano Gomes signed on Monday, February 24, Decree No. 115/2025, which establishes the ADMINISTRATIVE SYNDICAT for the complete investigation of the facts, seeking to ascertain any and all cases of violation of citizens' rights related to the regular exercise of Medicine. In the decree, the mayor determined the discrediting of the company, which had been accredited on September 9, 2024, in the edict no. 053/2024, and also determined the prudential removal of the physician responsible for the Sunday shift.

Investigations and police deployments

In parallel to the administrative actions, the Military Police and the Civil Police Station intensified the investigations. On the afternoon of the same Sunday, two doctors were arrested in flagrante for illegal practice of medicine and ideological falsehood, after the complaint of a citizen who reported that a medical prescription issued in the Unit of Pronto Atendimento (UPA) was signed and stamped with the name of a professional who did not participate in the consultation.

During the investigations, the police confirmed that the care was carried out by a doctor trained abroad, without the proper registration in the Revalida, a compulsory examination for medical practice in Brazil. The doctor responsible for the stamp confirmed that, although he acted in the supervision of the care, he did not accompany the consultation in question. Both professionals served in prison in flagrante held, while the investigations continue.
