Lei Rouanet breaks record and mobilizes R$ 1.67 billion in 2026
Lei Rouanet 2026 breaks record with 25,650 projects registered and R$ 1.67 billion raised. Check the numbers and understand how it works

The Rouanet Law broke a record in 2026, with 25,650 cultural proposals submitted to the Ministry of Culture. This is the highest number since the legislation was introduced in 1991. In addition, between January and October of this year, the cultural projects that were encouraged raised R$ 1.67 billion, establishing another historical mark.
The balance sheet was released by the Ministry of Culture on Tuesday (3), after the closing of the deadline for submission of projects, which occurred on October 31.
Compared to 2025, when 22,990 proposals were registered, the growth was 11.6%. Already in relation to 2024, which counted 19,347 registrations, the increase reached 32.6%.
The fundraising also showed growth. In the first ten months of 2026, the amount raised was 3.5% higher than the R$ 1.61 billion registered in the same period last year.
Lei Rouanet grows in different regions of Brazil
According to the Ministry of Culture, part of the growth is related to initiatives to expand access to tax incentives in regions that have historically received fewer cultural investments.
Among the programs developed are Rouanet Norte, Rouanet Nordeste, Rouanet Centro-Oeste and Rouanet nas Favelas.
The figures show significant advances in fundraising between 2023 and 2025.
In the Midwest, the values increased from R$ 65.5 million to R$ 129.9 million, growth of 98.3%. In the North region, the collection rose from R$ 64.7 million to R$ 119.5 million, an increase of 84.8%.
In the Northeast, the resources raised rose from R$ 148.5 million to R$ 239.2 million, a 61.1% increase.
Together, the three regions presented 7,238 cultural proposals in 2026, a 54.5% increase from 4,684 in 2024.
The Southern region, which includes the Paraná and the Campos Gerais, counted 4,599 proposals this year. The Southeast led the national volume, with 13,813 entries.
How does the Rouanet Law work?
Created in 1991, the Rouanet Law is one of the main mechanisms for encouraging culture in Brazil.
Through the legislation, companies and individuals can allocate part of the Income Tax due to finance cultural projects previously approved by the Ministry of Culture.
The proposals are presented by artists, producers and cultural institutions through the Support System to the Laws of Incentive to Culture (Salic).
After registration, the projects undergo technical and legal evaluations to verify that they meet the established requirements.
It is important to note that the approval of a project does not mean that the money will be automatically released. The authorization only allows those responsible to seek sponsors and supporters interested in funding the initiative.
The resources are obtained through donations and sponsorships, respecting the limits of tax deduction provided for in the legislation.
Projects must be held accountable
After obtaining the necessary resources, those responsible can begin the execution of cultural activities, according to the established rules.
Projects must also meet requirements related to the democratisation of access to culture, including accessibility measures and social counterparts provided for in the regulation.
During the execution, the Ministry of Culture monitors the use of resources and the fulfillment of activities.
At the end, the persons responsible must present the accountability, proving the application of the values received. Any irregularities may result in sanctions and return of resources.
Currently, according to the Ministry of Culture, 5,084 projects made possible by means of the Rouanet Law are in execution in Brazil. (The information is from Agência Brasil)
