Mendonça removes secrecy from Vorcaro case at STF

The secrecy of the Vorcaro process dealing with a payment network linked to the former controller of the Banco Master, Daniel Vorcaro, was withdrawn on Monday (14) by the minister André Mendonça of the Supremo Tribunal Federal (STF). The measure comes amid the repercussions of the investigations involving the banker and on the eve of a trial that should analyze the possibility of opening an investigation related to minister Alexandre de Moraes.

The withdrawal of the secrecy occurred after the determination of the Supreme President, Minister Edson Fachin. The Attorney General’s Office (PGR) had also expressed itself in favour of the disclosure of the case.

Fachin was triggered by Alexandre de Moraes. In a statement, Moraes said he considered it necessary to withdraw the secrecy of the petition related to payments before the trial scheduled for Tuesday (15).

Investigations of the Master case

With the measure, information related to 54 lines of investigation derived from Operação Compliance Zero is no longer held under judicial secrecy. The investigation investigates suspicions of billionaire financial fraud and possible corruption of public officials attributed to members of the investigated scheme.

Daniel Vorcaro is one of the main investigators in the case involving Banco Master.

The process also gained new unfolding after the analysis of data found on the former banker’s seized cell phone.

Messages found by the Federal Police

In the trial scheduled for Tuesday, ministers are expected to review a Federal Police report that gathers 52 messages that investigators claim were sent by Vorcaro to Alexandre de Moraes.

According to the investigation, the messages were sent between 2023 and 17 November 2025, the date on which Vorcaro was arrested. The interlocutor’s answers were not recovered by the Federal Police.

Among the material analyzed appears reference to a contract worth R$ 131 million between the Banco Master and the office of the advogada Viviane Barci of Moraes, wife of Alexandre de Moraes. In another message pointed out by the investigators, Vorcaro allegedly sought information about the police operation that would result in his arrest.

PGR questions report

The Prosecutor General's Office has asked STF to annul the report prepared by the Federal Police. According to the PGR, there would be irregularities in the production of the document, especially because the investigations would have advanced on a member of the Supreme Court without prior communication to the plenary of the Court.

The episode also increased internal tension in the STF.

Alexandre de Moraes presented Edson Fachin with a document described by him as an intelligence report by the Federal Police, in which there would be suspicion of directing the investigations by André Mendonça. According to Agência Brasil, the document has no signature or stamp of the PF and informs that its content has a conjecture character, without probative value.

Moraes also called for the opening of an investigation against Mendonça for possible crimes of abuse of authority, administrative improbity and crime of responsibility. This request is due to be reviewed by the Supreme Court on September 23.
