Operation Lívia: police executes warrants against six teenagers

Civilian police officers comply on Tuesday with warrants against six adolescents suspected of involvement in the death of a 13-year-old girl. The crime was broadcast during a live broadcast on Discord. Internment and search and seizure warrants are served in the states of Rio de Janeiro, São Paulo, Bahia, Rio Grande do Sul and the Federal District. The action is part of the second phase of Operation Livia, named after the victim.

According to police, the teenager took her own life in July after being induced by participants of a group on the social network. The investigation is conducted by the Civil Police of the Mato Grosso of the South, with support from the Cyber Operations Laboratory (Ciberlab), linked to the Ministry of Justice. The first phase of the operation, in early August, resulted in the arrest of an adult and the seizure of five other teenagers, including a 14-year-old named as the group’s leader.

Repercussion suspended lives on Discord

The case gained national repercussion and led to the suspension of live broadcasts on Discord in Brazil. The measure has been in force since August 12, by decision of the National Data Protection Agency (ANPD). The agency identified that the tool had been used recurrently in cases of violence, harassment and induction to self-harm and suicide, involving children and adolescents.

The suspension of the lives was an important step, but the investigations continue. The police are now seeking to hold the others involved in the case accountable. The second phase of the operation demonstrates the commitment of the authorities to deepen the investigations and bring all suspects to justice.

The government has taken measures against Discord.

In addition to the criminal sphere, the case also generated actions in the civil sphere. In early September, the platform and the government participated in a conciliation hearing in the Justiça Federal of the Federal District. It has been agreed that Discord will have ten business days to submit a proposal to meet the government’s demands for user protection.

The hearing was scheduled after the Advocacy General of the Union (AGU) presented an action for the platform to adopt effective measures to protect children, adolescents and women in the digital environment. The action is based on the requirements of Brazilian legislation, in particular those established by ECA Digital. The government also asks that Discord be sentenced to pay compensation for moral damages in the amount of R$ 500 million.

Failure to protect users

The government took action after identifying that the platform continues to present flaws in the mechanisms of protection of users. Despite the suspension of the lives, other features of Discord still offer risks, according to authorities. The lawsuit seeks to ensure that the company implements structural changes to prevent new cases of violence and harassment.

Operation Livia is a landmark in the fight against cybercrime involving minors. The case highlights the need for greater control over digital platforms and the accountability of those who use them to commit abuses.
