What is SinPatinhas?
The National Registry System of Domestic Animals is one of the tools of the National Program of Protection and Ethical Population Management of Dogs and Cats, the ProPatinhas.
The platform allows to organize information on animals and follow identification, castration and microchipping initiatives. The data can also be used in the planning of public policies and in the monitoring of resources destined for animal protection.
Since October 2025, the system has also been used to monitor actions carried out with voluntary transfer resources from the Federal Government.
More than 245,000 animals served by the program
Until September 2026, ProPatinhas registered 245,860 animals undergoing castration and microchipping procedures funded by recursos federais.
Of this total, 131,632 are dogs and 114,228 are cats.
Currently, 14 Civil Society Organizations and 29 municipalities use the platform to register the execution of procedures provided in work plans linked to the program.
The information is also used in the accountability and monitoring of the implementation of public resources.
Register generates card with QR Code
The registration in SinPatinhas can be done using a Gov.br account. After access, the data of the person in charge is automatically filled in and the guardian must inform the data of the animal.
At the end of the process, the system provides a digital wallet with QR Code, which can be used to identify the dog or cat. The code can also be placed on the collar, making it easier to locate the caretaker if the animal is found after an escape or disappearance.
The system can be used by tutors, companies, veterinarians, clinics, veterinary hospitals, civil society organizations, independent protectors and public bodies.
Platform will have new features
SinPatinas should also receive new features. One of them is a specific module of audit and monitoring, which will allow to identify inconsistencies in the records and expand the monitoring of actions financed with public resources.
Another development is the creation of a profile aimed at independent animal protectors.
The proposal provides for a field of self-declaration and specific identification, allowing to raise how many protectors are registered and how many animals are under their responsibility.
According to the program’s planning, these data could help in the definition of public policies, distribution of resources and organization of actions aimed at the protection of dogs and cats.
How to register dogs and cats
The registration can be made free of charge by the SinPatinhas platform, using a Gov.br account. The person in charge must fill in the information of the animal to generate the registration and the digital identification card.
