Ponta Grossa forecasts budget of R$ 2.1 billion for 2027; see the main investments
Proposal presented in the Chamber projects R$ 71 million more than in 2026; education and health concentrate the highest values among priority areas
The budget of Ponta Grossa for 2027 forecasts net revenue of R$ 2.123 billion, as proposed by Lei Orçamentária Anual (LOA) presented on Tuesday (29), during audiência pública at Câmara Municipal. The data were detailed by the Municipal Secretariat of the Treasury, and the project is under analysis by the Legislative.

The forecast exceeds by approximately R$ 71 million the 2026 budget, of R$ 2.052 billion. The difference represents a nominal growth of about 3.5%, without considering the inflation of the period. The estimated gross revenue for the next year is R$ 2,281 billion. After the planned deductions, of R$ 157.6 million, the municipality reaches the net amount designed to finance the expenses.
Education and health lead priorities
Among the priority areas in the budget guidelines, education is forecast at R$ 584.2 million, while health appears at R$ 450.7 million. R$ 128.3 million are also planned for social action, R$ 65.5 million for public safety and R$ 30 million for sport and leisure. Together, these five areas represent approximately R$ 1.259 billion, equivalent to about 59% of the estimated net income.
In the division by municipal bodies, the values presented are different from the groupings by areas. The Municipal Secretariat of Education has a budget of R$ 592.8 million, followed by the Municipal Secretariat of Health, with R$ 438 million. The Municipal Secretariat of the Treasury appears with R$ 171.1 million, while the Municipal Secretariat of Infrastructure has a forecast of R$ 151.2 million.
Foreseen investments total R$ 282.7 million
The proposal reserves R$ 282.7 million for investments in 2027. This amount includes capital expenditures, estimated at R$ 364.1 million. Another R$ 80.6 million is planned for debt amortization and refinancing. The current expenses, which cover operating expenses of the administration and maintenance of the services, total R$ 1,757 billion. Of this amount, R$ 909.1 million will be allocated to personnel and social charges.
The forecast also includes R$ 32.2 million for interest and debt charges and R$ 815.8 million for other current expenses.
Where the resources will come from
Among the sources of revenue, the proposal estimates R$ 762.8 million from taxes, fees and improvement contributions. Current transfers are forecast at R$ 1.210 billion. Already, capital revenues are projected at R$ 206.7 million. This group includes R$ 115 million in credit operations, R$ 20.3 million in asset disposal and R$ 71.3 million in capital transfers.
The material presented at the hearing also shows the evolution of the municipal budget. In 2018, the value was R$ 838.7 million. The projection for 2027 exceeds twice that amount in nominal values. The values are still a prediction. The LOA proposal will continue to be analyzed and processed in Câmara Municipal de Ponta Grossa.
