Prefeitura suspends payment of stage of airport works in Ponta Grossa
The renovation and expansion of the Ponta Grossa airport is with approximately 45% execution, while requests for contractual additions of R$ 14.5 million go through technical and legal analysis. In response to Portal BnT Online, the City Council stated that the contract remains in force and the services are in progress, but that it requested complementary documents from the builder to consolidate a new measurement and verify the final values.
The positioning was forwarded on documents sent to the Ministry of Ports and Airports, obtained exclusively by BnT Online. In them, the municipality reports divergences in the 9th measurement, pending adjustment calculations and questions about responsibility for additional costs requested by Construtora Porto Beton S.A. “The work is under its current contract and in progress, being currently with approximately 45% execution,” the city said.
Although it was questioned about the schedule, the administration did not present an updated date for the completion of the venture.
Payment for the 9th measurement has been suspended for conference
In the letter no. 90/2026, the City Council informed the National Civil Aviation Secretariat that it identified divergences between the 9th measurement quantitatives and the verified services in the field. The measurement is the record of the services performed that serves as the basis for the conference and the payment to the company. Given the differences identified, the municipality decided to suspend the processing and payment of this stage.
According to the document, the release depends on the technical conference by supervision, the readjustment of the spreadsheet and the proof that the registered services correspond to those actually performed. When asked about the result of this verification and the status of the payment, the City Council replied that it requested new documentation from the contractor.
“The City Hall has requested new company documentation to consolidate new measurement, including verification of final values,” he said. The response does not indicate the value of the measurement, which services presented divergences or if there was a subsequent release of the payment. The suspension recorded in the craft concerns the measurement; on the execution of the work, the administration states that the works are in progress.
Construction company has met deadline, but documentation needs supplementation
The City Council also clarified the situation of the detailed spreadsheet of the Passenger Terminal, requested to the company in a meeting held on September 8, with a delivery deadline of 25. In accordance with the response sent to the BnT, the administration considered the compliance with the deadline valid, but identified the need for additional documents.
“The City Hall considered the fulfillment of the delivery deadline valid, however, requested documentary supplements for the sequence of the verification,” it said. The municipality added that it has communicated the procedures in detail to the National Secretariat of Civil Aviation and asked for a new deadline to consolidate the necessary documentation.
The demonstration does not specify the new date requested nor confirms whether the request was accepted by the federal government. In the previous office, the City had requested a deadline until September 29 to forward the complete technical documentation and its conclusive positioning.
Expansion of the terminal concentrates greater request for addition
The contract of the work is worth R$ 32,109,360,18, according to the municipal document. The requests for additives submitted by the construction company total R$ 14,517,290.58 in addition to a suppression of R$ 304,860.75. These amounts are requested for consideration and do not represent additional amounts already approved.
The largest portion corresponds to the expansion of the Passenger Terminal area, from 2,198.34 to 3,566.31 square meters. For this change, the company requested R$ 9,962,012.93. According to the City Hall, the request was prepared based on a cost calculation per square meter. The municipality pointed out the need for a spreadsheet detailing additions, deletions and new services, allowing to verify the correspondence between the amount requested and the changes effectively incorporated into the project.
There are also requests of R$ 497,845.86 for additions to foundations, accompanied by a suppression of R$ 304,860.75; R$ 1,079,198.29 for soil reinforcement; and R$ 3,283,095.25 for equipment of the Telecommunications and Air Traffic Services Provider Station, EPTA. In the reinforcement of the soil, the document records project pending and geotechnical tests. For EPTA equipment, it points to the need for detailed cost composition and manifestation of the technical staff of the airport.
Who should pay the extra costs?
One of the central points of the discussion is the responsibility for the requested additions. The contract was signed in June 2021 by the integrated contracting regime. According to the municipal demonstration, the company assumed the elaboration of the basic and executive projects and the execution by global price, with a matrix of risks provided for in the notice.
Based on the opinion of the Municipal Prosecutor’s Office, the City Council stated that it does not recognize applications for additives as an obligation of its own in the contractual relationship, because it understands that the corresponding risks were attributed to the builder.
The municipality states that a spreadsheet presented by the company in January 2025, already contemplating the terminal on two floors, maintained the contractual value of R$ 32.1 million. It also records that changes used to substantiate the additives were contained in documents of the contractor itself since February 2023.
The verification committee, however, did not find a formal municipal file that individualizes the request, the justification and the authorization of each project change. He also pointed out the absence of a consolidated budget comparing the quantities tendered with those subsequently adopted.
Despite questioning its responsibility for the costs, the City Council forwarded the requests to the evaluation of the National Secretariat of Civil Aviation. In the office, he expressed a willingness to process any total or partial reception, provided that the documentary and legal requirements were met.
Contractual adjustment has different calculations
In addition to additives, there is a separate discussion about the readjustment of the contract. The paper presents an estimate of the constructor of R$ 10,795.656.59, not yet validated in that document, and another of the municipal accounting area of R$ 8,162.669.51, rejected by the legal opinion for problems of methodology.
These are two estimates for the same adjustment, which should not be added together.
According to the management, the calculation of the company uses an outdated spreadsheet in relation to the terminal effectively designed and executed. The municipal calculation was rejected for using a generic spreadsheet, applying the readjustment on the overall value without deducting prepaid installments and adopting a general index.
The City Council recognizes the contractual right to readjustment, but states that the correct amount depends on a detailed spreadsheet and the application of the sector indices provided for in the contract. The problem pointed out is that the services of the Passenger Terminal were registered as a global amount, without discrimination of quantitative and unit prices. According to the municipality, this prevents adequately identifying the workforce, materials, equipment and projects to calculate the readjustment.
As for the economic-financial rebalancing, the office informs that, until its issuance, there was no duly instructed autonomous request, separate from the adjustment calculation.
Ministry forwarded response for analysis
The documentary review was conducted by a commission of six servants of the municipal secretariats of Infrastructure and Finance, instituted in July. The final report was presented on 25 August, followed by a technical statement and legal opinion issued on 11 September.
In the document sent to the federal government, the City justified that the delay in the response resulted from the necessary verification to produce calculations and consistent information. According to the management, the work revealed document gaps and divergences in methodology that prevented validating the values presented.
On Tuesday (29), the Director of Investments of the Ministry of Ports and Airports, Marcio Maffili Fernandes, referred the Letter no 90/2026 to the General Coordination of Investment Management for knowledge and demonstration. The dispatch does not authorize additives, new transfers or payments: it records the forwarding of the municipal response for analysis.
With the update provided to the BnT, the City Council confirms that the work is still underway and is close to half of the services provided. The documentation still goes through complementation, while remaining without public definition, in the information made available, the updated delivery time, the final value of the measurement under review and the result of the requests for contractual addition.
The company responsible for the work was contacted by the BnT Online team, but did not respond. The space is still open.
