School transportation and classes in rural areas are suspended in Castro; Emergency Decree is under review

Given the severity of the rains that have hit Castro in recent days, the City Council has convened an emergency meeting of the Crisis Room of Defesa Civil late on Sunday afternoon (13). The meeting, which brought together the mayor Reinaldo Cardoso, municipal secretaries and technical teams, aligned a comprehensive action plan for the coming hours, focusing on the preservation of lives, guarantee of access and social assistance to the population.

The concern of the authorities was accentuated due to the dynamics of the waters that supply the rivers of the region. Mayor Reinaldo Cardoso explained why the alert was raised, even in case of drought in the next few hours: “It’s a lot of rain in the last few days, the Japo River is rising rapidly and the water takes on average 25 hours to get from the headwaters to Prainha. The trend is that the flooding will increase in the next few hours even if the rain stops. Fortunately we have no victims and we hope that this does not happen, but inside the situation is very serious, there are many bridges and roads forbidden. We are with the whole team structured to do the emergency care, so we are taking these attitudes until things normalize. It is in the sense of caution,” the mayor stressed.

Suspension of Classes and School Transport in the Rural Area

Among the preventive decisions adopted, the Municipal Secretariat of Education determined the indefinite suspension of rural school transport throughout the municipality, affecting both students from the municipal and state networks.

In the rural area, classes were suspended until the second order in the following units:

In the urban area, the suspension exclusively affects the Professor Bernardo Litzinger Municipal School, located in the Center, whose access through Mariana Marques Street was prohibited by the overflow of the Parque Lacustre.

For the Secretary of Education, Luciane Farias, the cancellation aims to protect the school community. “It is a precautionary measure, to have security for students and teachers. That's what makes us make those decisions. We will inform you when we can resume activities," the secretary said.

Changes in rural health care

The Municipal Health Secretariat also announced changes to the rural care network for this Monday (14). Due to road blockades, the Basic Health Units (UBS) of Tronco, Socavão, Abapa and Castrolanda will maintain the services exclusively in the headquarters of their respective localities.

UBS do Guararema will have all calls cancelled throughout the day, with its team temporarily relocated to provide support and reinforcement at UBS Bom Jesus. The orientation is for rural residents to seek care in these offices and stay alert to new updates.

Critical Situation in the Interior and Reinforcement of Machinery

The coordinator of Defesa Civil Municipal, Edmir Kirchof, revealed the scale of the impacts on rural infrastructure after alignment with the secretaries: “Defesa Civil has just met with the secretaries to together define the critical points of the municipality. These are important decisions to ensure that the population is assisted quickly and quickly,” said Edmir, confirming that there are at least ten compromised bridges in the interior.

In order to face the scenario of obstructions in the rural road network, the Secretary of Infrastructure of the Interior and Logistics, Eleandro Campos Pereira, prepared a relief planning to the isolated localities and the reinforcement of the fleet. “We have some road interdiction points in the region of Socavão and direction Tibagi, in the region of the Apparition. We're working on emergency points to release the stretches that have isolated people. Our first priority is to free the roads so that people have access to basic services,” emphasized Eleandro.

“We have some own and leased machines that are already working and tomorrow we will increase this number with new leased machines to expand our workforce and decrease the time of operation. The forecast is that the rain will continue, so we are on alert to minimize the risks and work in the coming days to recover our rural road network.”

Crisis Office, Emergency and Security Decree

With intensified rounds, the Municipal Guard operates continuously in the neighborhoods. The Secretary of Public Security, Fábio Pinheiro, explained the monitoring dynamics and revealed that one of the structures of the corporation itself was hit by the flood. “Since Thursday, all our municipal guard teams are monitoring in all neighborhoods. They pass on the streets recording and passing the situations to the Defesa Civil, and through this we decide what will be done next,” said Fabio Pinheiro. He added that the Municipal Guard base on Parque Lacustre was underwater, but the team remains acting on site as a mobile base point.

The articulation of all these fronts is coordinated by the Crisis Office. According to the Secretary of Government, Ricardo Cardoso, the search for administrative speed for urgent purchases and repairs is a priority. “Our team in the Department of Construction and Services is monitoring various situations in the city, with bridges, Prainha, Parque Lacustre and situations involving asphalt and other infrastructures. We set up a crisis office that monitors all actions during the day and night. We want the population to have the peace of mind that we will act to minimize the damage caused by this period of long rains,” said Ricardo.

“We are studying the creation of an Emergency Decree so that internal purchasing processes are faster and we can serve the population more quickly,” he concluded.

Social Assistance and Service Center in the Palace

To welcome homeless or displaced families, the Municipal Secretariat of Social Assistance has structured the network of humanitarian assistance. Secretary Günter Lesnau has assured that supplies and shelters are already ready. “The Department of Social Welfare is prepared for this critical moment. We are with the Pop House working, with ready meals and possible shelter for those in need. We are structuring ourselves to have the Sports Gym available and our approach team is on the streets. Those in need of clothing, food, hygiene products or other aids can seek the reference SRAS,” Günter said.

In addition, the City Hall has formalized the creation of the Crisis Room Service Center of Defesa Civil, located in the Municipal Palace (Praça Pedro Kaled, 22), concentrating the screening of relief requests, guidance and donations.
