Cambera de Castro approves Municipal Rural Action Program to strengthen family agriculture
Small rural producers, family producers and small rural properties defined in the current municipal legislation are considered beneficiaries.
It was approved in the session of Monday (5), in the Câmara Municipal of Castro, the Bill No. 133/2026, authored by the Municipal Executive, which institutes the Municipal Rural Action Program, complementary to the Lei Municipal in 3.677/2019. The initiative seeks to broaden support for rural producers in the municipality and to enhance agricultural activity, through actions aimed at supporting and strengthening Castro’s family farming.
The beneficiaries are small rural producers, family producers and small rural properties defined in the current municipal legislation, especially in Law No. 3.677/2019.
Objectives and how does it work?
The programme aims to:
I - promote the permanence of families in rural areas;
II - encourage agricultural production in small holdings;
III - improve the conditions of access, infrastructure and logistics of rural properties;
IV - contribute to the economic and social development of family farming;
V - encourage income generation and the improvement of the quality of life of the rural population;
VI - support productive activities linked to agriculture, livestock and family agribusiness.
The municipality is authorized to perform punctual services with the beneficiaries, through the use of machines, equipment, labor and materials available by the administration.
The services will be executed according to operational availability, planning of the responsible Municipal Secretariat and budgetary limits, and will be regulated by an act of the Executive Power.
The services will be charged according to the table provided in Lei Municipal no 3.769/2021. Failure to comply will prevent the realization of new services until the regularization of the debt.
The services intended to improve the conditions of access to rural properties are exempt from charge.
Access is considered to be the connection between the public road and:
I - the residence of the rural producer; and/or
II - the point of access to production structures, such as dairy stores, stalls, orchards, aviaries, greenhouses, sheds and other productive facilities.
Access to the production site will be limited to a maximum of 50 meters from the public road. These free services do not fall within the overall limit of the program.
Limits
Services are limited to:
up to 30 m3 of material per property; and
II - up to 24 hours of work of machines and equipment, equivalent to up to 3 days of service.
In exceptional cases of relevant public interest, duly justified, the limits may be extended by authorization of the Executive Power.
For execution, the Municipality may make available machines of the municipal fleet, operators and servers and gravel.
What's forbidden?
It is forbidden to carry out:
I - excavation of tanks;
II - unloads;
III - cleaning or suppression of native forest;
IV - services subject to environmental licensing without license presented by the owner;
V - any services in disagreement with the environmental legislation in force.
Registered
The interested parties must make a prior registration with the Municipal Secretariat responsible. The care may observe territorial, chronological, productive and public interest criteria.
The execution of the services is conditional on the financial and budgetary availability of machines and the justified public interest.
