Contorno Norte of PG has decisive progress after agreement

An agreement on the Contorno Norte de Ponta Grossa defined one of the main points in discussion on the layout of the future highway: the stretch that should cross an area currently belonging to Embrapa. The consensus was reached during a hearing held at Justiça Federal on Wednesday (2), following a Pre-Procedural Complaint filed by the Commercial, Industrial and Business Association of Ponta Grossa (ACIPG) and other entities.

The hearing was conducted by federal judge Antônio César Bochenek and magistrate Cristiane Maria Bertolin Polli and brought together representatives of the public bodies, entities and companies involved in the discussions on the project.

After the debates, the parties reached an understanding on the stretch that passes through the Embrapa property, located in the region where a future settlement of the National Institute of Colonization and Agrarian Reform (INCRA) is planned.

The track should follow current PR-513

According to the agreement signed during the hearing, the route must follow the existing bed of the Talco Highway, PR-513.

The definition, however, will still have to be submitted to the technical analyses of the National Land Transport Agency (ANTT), the Water and Land Institute (IAT) and other competent bodies, in accordance with the requirements provided for in the concession contract.

For ACIPG President Leonardo Puppi Bernardi, the understanding represents a breakthrough after months of discussions.

“This is a big breakthrough after a lot of conversation. It was the first achievement of many that we hope will come,” he said.

Despite the agreement, the discussions on the Contorno Norte de Ponta Grossa will still have other stages. According to Puppi, this first negotiation mainly involved national bodies and institutions.

“The next steps are more local, but not easier,” he said.

633-hectare area also enters the negotiation

The hearing also dealt with the land regularization of the area.

Representatives of the occupation Emiliano Zapata requested the implementation of accesses and passages in the future outline, in addition to the transfer of the registration of a property with 633.15 hectares.

According to the information presented during the hearing, Embrapa did not object to the request and expressed itself in favor of the transfer of the area.

Discussions on accesses, viaducts, bridges, transpositions and other structures necessary for the project should continue in the next stages.

According to Leonardo Puppi, the intention is to seek a solution that preserves both the functionality of the new highway and the needs of the communities and residents affected by the route.

“We are motivated to have a route, as well as accesses and works of art – viaducts, bridges, transpositions, among others – that is the best possible and that it is the user who wins, without leaving the citizen of Ponta Grossa with some loss,” he said.

New hearing will be held on September 9

A new hearing was scheduled for September 9. The meeting should deal with the obstacles that still need to be resolved for the transfer of the property involved in the negotiation.

The agreement signed this week also depends on the approval of the internal bodies of the participating bodies.

Embrapa, INCRA, Advocacia-Geral da União (AGU) and ANTT will have a period of 15 days to present a conclusive statement in the documents.

The definition is considered an important stage of the discussions on the Contorno Norte de Ponta Grossa, but does not close the process of definitive definition of the work.

City Hall and dealership participated in the hearing

For ACIPG, the meeting was attended by President Leonardo Puppi Bernardi, lawyer Bruno Garofani and director Ricardo Pimenta.

The hearing also included representatives of Motiva Paraná, the concessionaire responsible for the road section, INCRA, Embrapa and Prefeitura de Ponta Grossa. prefeita Elizabeth Schmidt also participated in the discussions.

ACIPG and the other entities involved should continue to follow the next steps of the process, especially the discussions on accesses and interventions necessary to reduce any urban impacts and ensure that the new contour contributes to the mobility and economic development of Ponta Grossa and Campos Gerais.
