Court fees in Paraná will change; see what may become more or less expensive
Court fees in Paraná will have new rules, with a 10% reduction in some services and an extra charge of 5%. Understand the changes

The notary fees in the Paraná may undergo changes following the passage of a bill by the Legislative Assembly on Wednesday (4). The proposal establishes new rules for the amounts charged on services such as deeds, real estate records and other charter procedures. The text now goes to the state government for sanction.
Among the main changes are the reduction of 10% in certain services, the annual update of the values by inflation and the creation of a 5% increase on the emoluments, name given to the fees charged by the notaries.
The changes, if sanctioned, will also have an impact on the services provided in Ponta Grossa and other municipalities of Campos Gerais.
The Bill 1016/2025, presented by the Court of Justice of Paraná (TJ-PR), was adopted with 34 votes in favor, seven against and four abstentions. The proposal was dealt with as a matter of urgency and received amendments during the vote.
What services of the notaries can be cheaper?
One of the main measures foreseen is the 10% reduction in the values established for certain acts performed by billboards and real estate registry offices.
The discount shall be applied in the first year of collection of the new tables, in accordance with the conditions provided for in the legislation.
This means that some procedures related to deeds and real estate records may have reduced values. However, the decrease will not automatically apply to all services.
The proposal also establishes that the values be corrected annually by the National Broad Consumer Price Index (HICP), an official indicator of Brazilian inflation.
The update will take place on January 1 of each year, considering the accumulated inflation in the 12 months ended in November of the previous year.
Project also provides for additional 5% charge
Despite the reduction planned for some services, the project establishes an increase of 5% on the emoluments charged by the notaries.
Of this percentage, 1% will be allocated to the Public Defender's Fund of Paraná (Fundep), with the aim of expanding the care to the population, especially in the interior of the State.
The other 4% will be used to expand services and update the remuneration of lawyers, professionals appointed to provide legal assistance in certain situations.
Therefore, the 10% reduction foreseen for some acts does not necessarily mean that the final value paid by the consumer will have the same decrease. The cost will depend on the rules applicable to each service.
Real Estate Records and Deeds Will Have New Criteria
Another change involves how to calculate the collections of procedures related to financial values, such as real estate transactions.
The proposal establishes parameters to determine the amount considered in the calculation of the fees, including the price declared in the negotiation, the tax assessment of the property and the basis used for collecting the Tax on the Transmission of Real Property (ITBI).
The calculation should take into account the criteria provided for in the legislation and respect the charging bands established in the official tables.
The objective, according to the Court of Justice, is to modernize the rules and bring greater clarity about the amounts charged to users.
Free services are also provided
The approved text expands the possibilities of free access for certain charter procedures.
Among the beneficiaries are people in a situation of economic vulnerability who meet the legal requirements for the free performance of civil registration acts.
The proposal also contemplates procedures necessary for the extrajudicial change of first name and gender of transgender people.
Another measure provides for exemptions in acts related to the Urban Land Regularization of Social Interest (Reurb-S), including registrations and certificates necessary for the regularization of real estate.
Offices will have to report the amounts charged
The proposal also broadens transparency requirements.
The notaries should make their price lists available in places accessible to users and on their official channels, allowing the population to consult in advance the values of the services.
There are also rules for detailing collections, issuing receipts and monitoring procedures.
The initiative seeks to facilitate the identification of possible undue charges and to expand user protection.
When do the new rates start to apply?
The amendments are not yet in force just because they have been approved by the Legislative Assembly.
The project is being analyzed by the governor of Paraná, who may sanction or veto the proposal, in whole or in part.
Only after completion of this step and observing the rules of validity of the law will it be possible to confirm when the new tables will be applied by the notaries.
In the meantime, the services remain subject to the current regulations. (Information is from the Legislative Assembly)
