CPI da Clinicão threatens to become a fiasco: Chamber's own report points to risk of annulment
Legal team of the Legislative alerts to possibility of judicial challenge due to alleged obstruction of defense; CPI president did not present formal clarifications

Clinicão’s ICC, created to investigate possible irregularities in veterinary service contracts in Ponta Grossa, may end up with a problem for councilors themselves: the risk of having acts annulled by the Justice. An opinion issued on Monday by Câmara Municipal’s Department of Technical and Legal Affairs points out that possible violations of the contradictory and broad defense could compromise investigation procedures.
The document is part of Process No. 4113/2026, opened after questions submitted by the Clinic on the conduct of parliamentary work. And there is one detail that increases the political embarrassment: the ICC president, councilor Teka dos Animais (União Brasil), was called upon to provide formal clarifications, but did not respond.
The judiciary itself recorded: "The Presidency of the ICC remained inert, not presenting any formal manifestation in the autos."
CPI has charged explanations, but now you may have to explain yourself
The clinician claims that his right of defense was impaired during the investigation. Among the episodes questioned are difficulties to indicate representatives, restrictions on the participation of their lawyer and situations of tension during the hearings. In one of the hearings, according to reports presented by the company, the councilor Guilherme Mazer allegedly stated "I know", while Teka allegedly ordered: "Cut the microphone".
The company also questions the validity of Ordinance No. 243/2026 and of acts carried out by the commission. The legal opinion neither confirms the irregularities nor determines the annulment of the ICC. However, it acknowledges that possible violations of legal guarantees can be brought to the Judiciary, including requests for annulment of acts and suspension of the effects of the final report.
In practice, the commission that has spent months demanding answers from the Clinic now can have its own performance examined by the Justice.
Clinicians want to go to court
Before the opinion, the company announced that it will seek judicial annulment of the proceedings that it considers irregular. If the Court recognizes serious failures in the conduct of the work, the result may represent a setback for the councilors involved.
For the time being, no annulment has been determined, and the questions do not rule out the need to investigate possible irregularities in public procurement. The councilor Teka dos Animais was sought by the BnT Online, but did not respond until the closure of this report. The space remains open for demonstration.
