Families affected by storm in the region may be eligible for aid of up to R$ 50 thousand
Paraná State Government approved emergency status and regulated financial support for families with homes damaged by disasters

Families in Palmeira affected by the storm that caused damage in the municipality may fall under a new state regulation that provides financial support of up to R $ 50,000 for the recovery of homes, furniture and essential appliances. The measure, however, does not represent automatic payment: each case must meet the criteria established by the Government of Paraná.
State Decree No. 15,104, published on Tuesday (15), regulated the granting of emergency, temporary and assistance financial support to families who had housing units directly affected by natural or technological disasters in municipalities with an emergency situation or state of public calamity approved by the State.

In the same Official Gazette, the Government of Paraná published Decree No. 15.094, which approved the emergency situation in Palmeira due to a local windstorm. The measure officially recognizes the damages registered in the municipality and authorizes the state bodies of Defesa Civil to provide additional support. The approval is valid for 180 days, considering the date of the municipal declaration.
Help can reach $50,000.
By the new rules, the reference value of the financial support is up to R$ 50,000 per housing unit reached. The amount actually granted will be defined according to the severity of the damages found.
In cases of total destruction of the dwelling, 100% of the reference value may be granted, reaching R $ 50,000. For properties with severe partial destruction, with compromise of structure and habitability, the forecast is 70% of the value, equivalent to R$ 35,000.
In situations classified as minor damage, the aid can reach up to 40% of the reference value, i.e. up to R$ 20,000. This category includes, for example, damage to finishes, roofs, doors, windows, hydraulic or electrical installations, as well as the loss or decommissioning of essential furniture and appliances.
Who can receive
In order to qualify for the benefit, the family must meet a number of requirements. Among them are residing in a property located in the area affected by the disaster, proving a situation of vulnerability, demonstrating link with the property or possession of the property and presenting proof of the damage suffered.
The vulnerability must be declared by the interested party and ratified by the Social Assistance of the municipality. The damage will also need to be assessed technically. In cases involving structural compromise, a technical report from the Defesa Civil State or another public body indicated by the Defesa Civil State Coordination will be required.
Municipality will have paper in the register
The regulation establishes that it will be up to the municipality to identify, register and validate the affected families that are within the criteria. It will also be under municipal responsibility to make payment to the beneficiaries and check the documentation presented.
The transfer of State resources also depends on the budgetary and financial availability of the Defesa Civil or the State Fund for Public Calamities (Fecap), in addition to analysis and approval by the Fund’s Board of Directors. The decree also stipulates that beneficiaries keep tax notes, receipts of materials, furniture, appliances and services used in the recovery of the residence for a minimum period of five years.
The new regulation also reaches disasters that have already occurred when the declaration of an emergency or calamity situation is in force and duly approved by the State Government, a condition in which Palmeira is after the approval published this week.
