Government Lula tries to speed up Security PEC in the Senate before the second round
Security Public PEC may be voted on by the Senate before the second round after government Lula's effort to accelerate the proposal

The government of President Luiz Inácio Lula da Silva (PT) works to accelerate the processing of the PEC of Public Security in the Federal Senate and try to bring the proposal to a vote in the plenary before the second round of the presidential election.
The strategy of the Palácio do Planalto is to turn the issue of security into one of the government’s responses to the concerns expressed by Brazilians during the electoral period. The timetable discussed in the Senate foresees a new stage of analysis on Wednesday (14), when the Constitution and Justice Commission (CCJ) should resume the discussion of the proposal.
If the pending issues are resolved in the committee, the expectation of the government is that the PEC can continue to the plenary next week.
Security at the centre of the political agenda
The move comes at a time when Congress also discusses another agenda with strong popular repercussions: the proposal that provides for the end of the 6x1 work scale.
The government intends to move forward with the two matters before the vote that will define the Presidency of the Republic. The assessment is that proposals related to working conditions and public safety can gain weight in the electoral debate in this final campaign line.
Even with differences between government and opposition, public safety has become one of the main issues in the presidential dispute.
PEC still pending in the Senate
The PEC of Public Security has already passed the Chamber of Deputies and had the base text approved by the CCJ of the Senate in early September. However, the process was not completed because senators presented highlights, a mechanism used to analyze certain points of the proposal separately.
The vote on these excerpts is necessary in order for the matter to move forward definitively to the plenary.
As it is a proposal to amend the Constitution, the text will need to be approved in two rounds by the Senate.
Integration of forces is one of the main points
Among the planned changes is the inclusion of the Public Security Single System (SUSP) in the Constituição Federal. The proposal seeks to expand cooperation between the Union, states, Federal District and municipalities in the face of organized crime.
In practice, the objective is to facilitate joint actions, information sharing, integration of systems and operations between agencies such as Federal Police, state forces and other institutions that integrate public security.
The PEC also constitutionally strengthens the financing mechanisms of the sector, including the National Public Security Fund and the National Penitentiary Fund.
The greater integration, however, provokes resistance from opposition sectors and governors, who express concern about a possible expansion of the Union's influence on policies currently executed by the states.
The federal government argues that organizações criminosas operates in different states and even internationally, making it necessary for broader national coordination.
Ministry depends on the progress of the PEC
The processing of the proposal is also related to another project defended by Lula: the creation of a Ministry of Public Security separate from the Ministry of Justice.
The president has indicated that he intends to move forward with the new structure after the approval of the PEC.
With the second round approaching, the government is now trying to beat the regimental stages in the Senate and put public safety among the major issues on the ballot in Congress before the decision in the polls.
