Government will open requests for exemption from the National Public Exam fee. Learn how to register
New model consists of the joint conduct of public exams for the filling of public positions within the organs of the Public Administration

Candidates who wish to apply for exemption from the registration fee of the Unified National Public Competition should be aware of the registration period, which will be less than that of the paying candidates. The value is R$ 60 for middle-level vacancies and R$ 90 for higher-level vacancies. Applicants must request exemption and prove the requirements at the time of registration, from January 19 to 26, on the Unified National Public Competition page.
The Concurso Nacional Unificado is an innovative model for the selection of public servants, created by the Ministry of Management and Innovation in Public Services. The new model consists in the joint execution of public tenders for the provision of effective public positions within the organs and entities of the direct, municipal and foundational Federal Public Administration, through the simultaneous application of proofs in all the States and in the Federal District, through the registration in the Gov.br Portal. For those who do not request the exemption, the registrations go from January 19 to February 9.
This week, the Ministry of Management and Innovation in Public Services published the rules of the contest. In total, the selection offers 6,600 seats for 21 federal bodies.
Enrolled in the Single Registry for Social Programs (Cadúnico), bone marrow donors, scholarship holders or former scholarship holders of the University for All Program (ProUni) and people who study or have studied college funded by the Higher Education Student Fund (Fies) are entitled to the benefit of the exemption.
The exemption of registration fees for effective position or permanent employment in direct and indirect public administration bodies or entities of the Union is protected by Law 13.656, of April 30, 2018.
Testing
For those enrolled in the Cadúnico, it will be necessary to inform the Social Identification Number (NIS), as well as declare themselves a member of a low-income family, one whose monthly family income per person is less than or equal to half the minimum wage (R$ 706, in current values).
Bone marrow donors must send readable images of the donor’s portfolio or declaration issued by entities recognized by the Ministry of Health, attestation or report issued by a doctor of an entity recognized by the Ministry of Health, registered in the Regional Council of Medicine.
Fellows or former Prouni fellows and those funded by Fies should only indicate the application option corresponding to the modality.
Only documents in PDF, PNG or JPG format, in the maximum size of 2 megabytes (Mb) will be accepted. Documents submitted by post, e-mail or delivered on the day of the application of the proofs will not be considered valid.
In addition to the criminal penalties applicable for fraud and falsehood, the candidate who provides false information to obtain the exemption will have the cancellation of the registration and exclusion of the National Unified Public Competition, if the falsehood is verified before the approval of its result; the exclusion from the list of approved, if the falsehood is verified after the approval of the result and before the appointment to the position is false; and the annulment of the name act.
In order to analyse the application for exemption from the registration fee, the Cesgranrio Foundation, the entity responsible for the competition, will consult the managing bodies of Cadúnico, Prouni and Fies to verify the veracity of the information provided by the candidate.
The preliminary result of the analysis of the applications for exemption from payment of the registration amount will be published on January 29, via the Internet, through the field of Applications / Resources of the Candidate Area, on the page of the Unified National Public Competition. By the same field, if the request is rejected, the candidate can contest the refusal until January 30. After this period, no resources will be accepted.
In the case of enrolled in the Cadúnico, in order to contest the refusal, legible images of the copy of the card or document with the valid Social Identification Number (NIS) must be sent, in which the candidate or the mother of the candidate or responsible for the family unit is enrolled in the Cadúnico, in addition to the identification document of the mother or family guardian.
Marrow donors who enter with recourse must send the same documents of the registration: legible images of the wallet or donor declaration issued by entities recognized by the Ministry of Health, attestation or report issued by a doctor of an entity recognized by the Ministry of Health, registered in the Regional Council of Medicine.
To contest the refusal by Prouni, the candidate must send readable images of the Grant Term issued by the higher education institution. And to contest the refusal by the Fies, legible images of the contract made by the bank must be presented.
The final result of the analysis of the requests for exemption from payment, after the contestations, will be released on February 6, in the Candidate Area. Those whose requests have been denied may make payment of the fee until the due date.
Enrollment
Applications must be made by the candidate himself, with his data on the Gov.br platform. All account levels - gold, silver or bronze - will be accepted.
After submitting the application, the candidate must generate the Union Collection Guide (GRU Collection) that can be paid in any bank branch, as well as in lottery houses and in the Post Office, until the due date. The payment by PIX can be made by means of the QR code presented in the GRU Collection. Payment after the due date implies the cancellation of the registration.
The Ministry of Management warns that, to avoid unnecessary expense, the candidate must pay the amount only after becoming aware of all the requirements and conditions required for the contest. The amount referring to the registration fee will not be returned, except in case of cancellation of the contest or under the hypothesis of logistical problems during the application of the tests.
It is also not allowed to transfer the amount paid to third parties or to other contests.
Returns
The candidate affected by logistical problems during the application of the tests may request the return of the value of the registration within five working days after the day of application of the tests, on the page of the Unified National Public Competition. Applications will be reviewed individually by the Cesgranrio Foundation.
According to the notices, logistical problems are considered supervening, peculiar, eventual or force majeure factors, such as natural disasters (which impair the application of the competition due to the compromise of the infrastructure of the site) and lack of electrical power (which compromise the visibility of the proof by the absence of natural light). These facts must imply proven “unpredictable and insurmountable” loss to the candidate.
