“I am ficha limpa”: Marcelo Rangel says that the candidacy is ‘100% assured’

“I am ficha limpa”. This is how Marcelo Rangel (PSD), candidate for federal deputy for Paraná, reacted to the analysis of his application for registration of candidacy by Justiça Eleitoral. In an audio sent to BnT Online on Thursday, Rangel said there was no electoral impediment against him and declared that his participation in the 2026 elections was “100% assured.”

The demonstration comes after the BnT Online reveals that the application record is under review due to a note related to an accountability judged irregular by the State Court of Accounts of Paraná (TCE-PR). The defense had already informed that the Electoral Public Prosecutor’s Office had submitted an opinion in favour of the referral of the candidacy.

Rangel says case has already been tried

In the audio, Marcelo Rangel stated that he answered the questions presented by the report and argued that the discussion involving the Court of Auditors was already analyzed during the municipal elections of 2024. “That happened in the last election and we already won. This has been unanimously judged,” he said.

According to Rangel, the attempt to prevent his previous candidacy was considered unfounded by Justiça Eleitoral. “The decree-settlers unanimously gave improcedence to the request that was made in the previous campaign. That’s why they signed it,” he said.

The reference made by the candidate is to the trial conducted by TRE-PR in September 2024. At the time, the Court unanimously accepted an appeal filed by the defence and retained Rangel in the dispute over Prefeitura de Ponta Grossa. The questioning was also related to the accounts of an agreement analyzed by the TCE-PR.

“Candidacy is 100% assured”

At the end of the demonstration, Marcelo Rangel stressed that there is no risk to his candidacy for federal deputy. "My candidacy is extremely, 100% assured and I do not have any kind of process," the candidate said, referring to possible electoral impediments.

Rangel’s campaign lawyer, Afonso Ricardo, of Buligon Advogados, also told BnT Online that the Electoral Public Prosecutor’s Office expressed itself in favor of the registration. According to the defence, the opinion concluded that there is no cause of ineligibility and that the necessary requirements for referral have been met.

The analysis is related to the case No. 492621/15, which dealt with the reporting of the Convention No. 07/2014. The agreement involved the transfer of R$ 450 thousand from Prefeitura de Ponta Grossa to the Duque de Caxias Educational Institute during the management of Marcelo Rangel.

The accounts were judged irregular by the TCE-PR and an administrative fine was applied to the then mayor. The penalty was fully paid, the case was filed and, according to the Court of Auditors, there is no outstanding pecuniary obligation against Rangel.

The TCE-PR itself clarified that it has no competence to declare an eligible or ineligible candidate. This analysis belongs exclusively to Justiça Eleitoral.

Register still awaits trial

Despite the statement of Marcelo Rangel and the favorable opinion of the Electoral Prosecutor’s Office cited by the defense, the application for registration still needs to receive an official decision of the Regional Electoral Court of Paraná. In the consultation held on Thursday, Rangel appeared in the system DivulgaCandContas in the condition of “contesting”, but with the record classified as “awaiting trial”.

The process proceeds under the number 0600933-60.2026.16.0000. Until the decision is published, the statement that the candidacy is secure represents the position of Marcelo Rangel and his defense.
