IAT issues license for works at the Excellence Center in Milk in Castro
The project will have capacity to train 500 professionals per year through free courses aimed at the productive sector's demands. The investment is R$ 36 million, with a 16-month execution period.

The Water and Land Institute (IAT), a municipality linked to the State Secretariat for Sustainable Development (Sedest), formalized this week the delivery of the Installation License (LI) that allows the start of the construction of the Center of Excellence in Dairy Cattle Farming in Castro. The enterprise will have the capacity to train 500 professionals per year through free courses aimed at the demands of the productive sector. The investment is R$ 36 million, with an execution period of 16 months.
The administration of the Center is of the Faep System, which brings together the Federation of Agriculture of the State of Paraná (FAEP) and the National Service of Rural Learning of Paraná (Senar-PR).
The analysis and issuance of the environmental authorization, explains the IAT’s director-president, José Volnei Bisognin, was completed in record time, less than two months after the release of the Preliminary Licence (LP) – actions like this usually take, on average, six months.
According to him, the agility is the result of the presentation of all the necessary documentation by the FAEP System and the technical analysis carried out by the Institute, which received the documents of the enterprise without the need to request supplements.
“This agility occurred, first, because the process was presented in a technically correct way by the FAEP System, without the need to request supplements. The process was quickly analyzed by our technicians, and the license was issued in a short time, allowing the start of the works. The sooner the Center is ready, the better for the dairy sector of the Paraná,” adds the IAT’s CEO.
“Together, the technical teams of the Faep System and the IAT worked tirelessly to accomplish this step of the process in record time. Now, the work will effectively begin to, as soon as possible, make the courses available to workers and producers involved with the milk chain,” added the president of the Faep System, Agide Eduardo Meneguette.
STRUCTURE
The Center of Excellence in Dairy Cattle Farming will have approximately 4,000 square meters of built area, distributed in eight blocks, on a four-hectare plot, next to the Parque Tecnológico of Agroleite, in Castro.
The structure will have classrooms, laboratories, library, cafeteria and administrative spaces. Among the courses planned are the technical course in Agriculture and the specialization in Dairy Cattle, both with recognition from the Ministry of Education (MEC). Trainings and trainings will also be offered to instructors and field technicians, with face-to-face and distance activities.
The choice of Castro to host the enterprise considers the importance of the municipality for dairy farming. Recognized by Federal Law no. 13,584, of 2017, as the National Capital of Milk, the city has more than 51,500 milked cows and average annual production of 10,300 liters per animal. The volume is approximately 4.1 times higher than the national average, of 2,400 liters per cow per year, according to data from the Municipal Livestock Survey (PPM) 2025, published by the Brazilian Institute of Geography and Statistics (IBGE).
“The dairy chain brings together many small rural producers, and there is a very great social interest in the qualification of professionals who work hard in milk production. The Paraná already produces high-quality milk and, with this initiative, you can go even further,” Bisognin said.
