Imbaú issues statement and highlights that it fully recovered R$ 1.7 million diverted in electronic fraud
Municipality of Imbaú informs there is no remaining loss to public funds after the fraud used a fake update of the Caixa Manager; Civil Police continues investigating how transfers occurred with the mayor's key blocked.

Prefeitura Municipal de Imbaú reported on Monday that it fully recovered the resources diverted in an electronic scam applied against the City’s accounts on October 15 and 16, 2026.
According to an official clarification note, the Federal Economic Fund returned all the values after administrative and negotiating measures taken by the Municipal Administration. With the return, there is no financial loss remaining to the Municipality.
The case had been registered in the 18th Police Subdivision of Telêmaco Borba, through the B.O. no. 2026/1394260, as an electronic fraud. According to the bulletin, the estimated initial loss was approximately R$ 1,700,000.00.
How the Coup Occurred
According to the report of the municipal secretary of Finance, Keila de Fátima Bueno Lopes da Silva, it all began on October 14, when the access key of the mayor Dayane Sovinski to the Caixa Manager system was blocked. The block was formally notified to the Box by email at 15:14 on the same day.
Also on the 14th, the secretary received a call from a person who presented himself as Flávio Fontoura, manager of Caixa, informing that an urgent update of the system would be necessary, under the risk of total interruption of access.
Believing it to be a legitimate procedure, she executed guidelines on the computer of the Secretariat of Finance. The equipment began to present faults, with black screen and locks, between the days 14 and 16. The interlocutor stated that he would go to Imbaú on Friday for face-to-face care, but did not attend.
The fraud was only discovered on October 16, when the Taxation sector was alerted by the legitimate manager of the Caixa about suspicious movements.
The point that caught the attention of the Police is that the accounts of the City Hall require double authorization for any transfer – one from the Finance Department and another from the Mayor. Even with the key of the mayor blocked since the 14th, the transfers were effected.
Recovery and research
In a note, the City Council informed that as soon as it became aware it mobilized the responsible sectors, registered the bulletin of occurrence, activated the police authorities and gathered documents to request the restitution.
"The priority was to ensure the recovery of public resources and provide the necessary elements to clarify the occurrence," the statement said.
With the full restitution by the Federal Economic Fund, the Administration states that the resources returned to the municipal coffers.
The investigations continue in the Civil Police, under the responsibility of the delegate Thiago Barbosa de Almeida, to clarify which authentication mechanisms were circumvented and identify those responsible for the coup.
The City Council also reinforced the warning that servers and the population should be attentive to telephone contacts and messages requesting an update of banking systems, recommending always to confirm directly in the official agencies.
