Iplan debate needs that new Germano Krüger must bring to Workshops
Document published on this Thursday records discussion about parking, emergency exits and conditions for issuance of the expansion permit for the Operário stadium

The expansion of the Germano Krüger in Ponta Grossa was discussed by the Deliberative Council of the Institute for Research and Urban Planning (Iplan) with questions about parking, safety and traffic impacts. The minutes, published in the Official Journal of the Municipality on Thursday (29), record a project for the Operário Ferroviário stadium to reach a total capacity of approximately 21 thousand spectators.
The document refers to a meeting held on August 26, 2026. Therefore, the referrals described correspond to that date and do not represent a new authorization granted this week. During the presentation, the engineer Rafael Lemos, representative of the club, informed that the expansion would be executed in stages, with interventions mainly in the sector facing Emílio de Menezes Street.
The proposal presented required an increase of approximately 12,500 seats.
The project also included stores and commercial spaces integrated into the stadium, with the aim of generating new revenues for the Worker, as well as accessible toilets and accesses organized by categories of users.
Club asked for disconnection between license and completion of study
According to the minutes, the representative of the Worker requested that the issuance of the building permit should not be conditional on the completion of the Neighbourhood Impact Study (NIA).
He stated that the club did not oppose the elaboration of the study, but defended that the conclusion of the document did not prevent the issuance of the license, given the need to comply with the sports schedule.
The request sparked debate among the councillors. Representatives of the Association of Engineers and Architects of Ponta Grossa expressed concern about the anticipated expansion of the parking lot only in the last stage of the works and the legal risks of a possible exceptionality.
Parking, sidewalks and emergency exits
During the meeting, doubts were raised about the generation of traffic in Rua Emílio de Menezes, the emergency exits, the mandatory retreats and the amount of parking spaces. The representative of the club presented clarifications on the access and distribution of spaces. It also reported that, on days of events, the use of complementary parking areas, such as the Social Club, was planned.
The minutes also criticize the absence of solutions to existing problems, especially in relation to the width of public walks.
Council approved conditional issuance of the permit
After the discussions, the council unanimously approved the issuance of the building permit, subject to the signing of a commitment term within 60 days, according to the drafting of the minutes. During the debate, the possibility of issuing separate permits for each stage of the project was also raised and the need for measures to reduce the impacts of the expansion was discussed.
The published document does not indicate whether the term was subsequently signed, whether the permit was issued or what obligations have already been fulfilled. This information depends on updating with Iplan and the Worker.
