Lula and Flávio's Secrecy: What Was Delivered to Mendonça
Lula's and Flávio Bolsonaro's campaigns filed a joint petition with TSE authorizing the full disclosure of secrecy. Minister André Mendonça, the case's rapporteur, received the initial proposal, the counter-proposal and the agreement. The measure covers data on the candidates' relatives and companies.

The campaigns of Luiz Inácio Lula da Silva and Flávio Nantes Bolsonaro filed on Thursday a joint petition in the Superior Electoral Court (TSE) authorizing the total opening of their respective secrets. The document, handed over to the minister André Mendonça, the rapporteur of the process, confirms the success of the negotiations after the challenge launched by Lula during the presidential debate on Sunday (18).
In the petition, the candidates state that "they have fully accepted the reciprocal terms of the challenge that is the subject of these documents and authorize the total opening of their respective secrecy". The process is under the report of Mendonça, who now has in hand the initial proposal of Lula, the counterproposal of Flavio with five conditions divided into 19 sub-items and the joint petition of the agreement.
Documents delivered to TSE
Lula’s campaign went to TSE on the morning of Thursday, bringing authorizations and powers of attorney to open the secrets. The original proposal covered eight years of information, including banking, tax and telephone secrets of the former president, as well as the secrets of his five children: Lurian Cordeiro, Marcos Cláudio, Sandro Luís, Luís Cláudio and Fábio Luís (Lulinha).
Also planned were the public disclosure of the information by DivulgaCandContas or other publicly accessible website, and the opening of data of legal persons of which the candidate is a partner or administrator, such as L.I.L.S. Lectures, Events and Publications. There was, however, one condition: the secrecy could only be opened if the opponent opened the data of himself and family members, including the former president Jair Bolsonaro (PL).
Flavio's counterproposal wide-ranging
Flavio ironized the initial proposal, since the petista does not have a cell phone, and presented a list of data that he intends to make public not the last eight, but 20 years. The counterproposal includes his own banking, tax and telephone secrecy, the secrecy of the relatives quoted by Lula, and the secrecy of all the companies of which he is a partner or administrator, such as his law firm, All In One Insurance Broker, Bravo Grapheno Technology and Innovation and Bolsonaro Digital.
In addition, it provides for the disclosure of the same data in DivulgaCandContas and the opening of all messages exchanged with Daniel Vorcaro, former owner of Banco Master. Flavio's lawyer, Maria Claudia Bucchianeri, said the campaign would only present the senator's data after checking whether the petista side had delivered everything it had promised. "If they bring everything, we bring it," he said.
Conference gets with Deltan Dallagnol
The data conference was held by the elected senator Deltan Dallagnol (Novo-PR). The former prosecutor of Operação Lava Jato told the press that Lula is “specialist” in hiding wealth and that he is “specialist” in following the trail of money. The statement was given after the delivery of the documents on TSE.
In the joint petition, there is a request for the minister and vice-president of TSE to determine the request of data to all the bodies involved, which includes Banco Central (BC), the Federal Revenue and the financial institutions. The expectation is that Mendonça will analyze the request and decide on the opening of the secrecy.
Next steps in the TSE
With the agreement formalized, it is now up to the rapporteur André Mendonça to evaluate the petition and determine the necessary measures to obtain the data. The source did not detail deadlines for the decision. The opening of the secrets, if authorized, will allow public access to banking, tax and telephone information of candidates and their families, according to the agreed terms.
The case is still pending in the TSE and may have unfoldings in the coming weeks. The population will be able to monitor the evolution of the process and the possible disclosure of the requested data. The transparency of information is one of the central points of the challenge launched by the candidates.
