The name change in the Paraná has already been carried out by 3,522 people directly in the Civil Registry Offices since the entry into force of Federal Law No. 14.382/2022. The new legislation simplified the procedure and allowed people over 18 years of age to change their first name without having to go to court.

The data are from the National Association of Natural Persons Registrars (Arpen-Brasil) and consider the registrations made since July 2022.

Before the change in the legislation, those who wanted to change the first name needed to enter with judicial procedure and present a justification. With the new rules, the interested party can directly search a Civil Registry Office, present the required documentation and request the change, provided that it meets the requirements provided by law.

Paraná records more than 3,5 thousand changes

According to the survey, 559 first name changes were made to the Paraná in 2022. In 2023, the number reached 877 procedures.

In 2024, there were 795 changes, while 2025 recorded another 761 acts. By 2026, until the period considered by the survey, 530 changes had been accounted for.

The president of Arpen/PR, Cesar Augusto Machado de Mello, says that the numbers demonstrate the adherence of the population to the new possibility.

According to him, the legislation brought greater autonomy to the citizen, maintaining the mechanisms of identification, documentary conference and communication to the responsible bodies.

Paraná is among states with more changes

The Paraná appears in the fourth position among the Brazilian states with the highest number of first name changes since the entry into force of the legislation.

São Paulo leads the ranking, with 9,149 changes, followed by Minas Gerais, with 4,375, and Bahia, with 3,676. The Paraná adds 3,522 procedures.

Then there are Pernambuco, with 1,965; Maranhão, with 1,862; Ceará, with 1,778; Rio Grande do Sul, with 1,624; Santa Catarina, with 1,483; and Goiás, with 1,281.

Among the smallest records are Roraima, with 52 changes, Amapá, with 122, and Acre, with 142.

Regionally, the Southeast concentrates the largest number of procedures, with approximately 14,500 changes. The Northeast appears next, with 12.6 thousand, while the South registers about 6.6 thousand changes.

The law also facilitates the change of surname

Federal Law No. 14.382/2022 also expanded the possibilities of changing surnames directly in the notaries.

It is now possible to include family surnames at any time, as long as the link is proven. The inclusion or exclusion of surnames as a result of marriage or divorce is also permitted.

Children can still add surnames when there is a change in the parents' surnames.

After the change, the Civil Registry Office communicates the bodies responsible for the issuance of identity documents, in addition to the Federal Revenue Service, Justiça Eleitoral and the body responsible for the passport.

How to make the name change

To request a change of first name, the person must be over 18 years of age and attend a Civil Registry Office with the necessary personal documents.

The procedure has a value defined by the state tables of emoluments, and may vary according to the state.

The legislation allows the change directly in the notary, but if the person later wants to undo the change made, it will require judicial authorization.

Names of newborns may also be changed

Another novelty introduced by the legislation involves the name of newborns.

The rule allows the name to be changed up to 15 days after registration when there is a disagreement between the parents about the choice.

The measure seeks to solve situations in which one of the responsible registers the child with a name different from that previously agreed by the couple.

To make the change directly in the Civil Registry, parents need to agree and present the child’s birth certificate and personal documents.

If there is no consensus between those responsible, the situation should be referred to the competent judge for analysis.
