National Unified Public Exam Opens Registration for 6,640 Positions

The Federal Government published on Wednesday, January 10, in an extra edition of the Official Gazette of the Union, the eight edicts of the Unified National Public Contest (CPNU), which will select 6,640 servers for 21 federal public bodies. In a press conference on the same day, the Ministry of Management and Innovation in Public Services (MGI) detailed how the event will work.

The vacancies are divided into eight thematic blocks, with opportunities for middle and upper-level candidates. A single application will be valid to apply for a position in more than one body, provided that within the same thematic axis. Registrations run from January 19 to February 9 and the event will be held on May 5. The forecast is more than 3 million subscribers.

The tests will be applied simultaneously in 220 cities throughout Brazil. After the disclosure of a previous list with 217 municipalities, three more cities requested by the society were included: Santos (SP), Petrópolis (RJ) and Blumenau (SC). With this, 94.6% of the country’s population will be within 100 km of a competition venue. In total, 5,141 application sites are planned.

“It will increase capillarity, it will be able to reach places that have never had proof of a federal public tender. It is a process of changing the face of the Brazilian State, reinforcing all our initiatives of democratization of the State, of greater diversity, of guaranteeing a State that is really the face of the Brazilian population,” said the Minister of Management and Innovation in Public Services, Esther Dweck.

The exam will be divided into two rounds on the same day, with objective and dissertational questions. The Cesgranrio Foundation will be responsible for the application. The dissemination of the results of the objective and preliminary tests of the discursive tests and essays will be on June 3. The final results will be announced on July 30. On August 5 will begin the call for possession and completion of training courses.

The CPNU was developed by MGI with the aim of recomposing the framework of federal servants and democratizing access to public vacancies, with a method that provides for the optimization of costs, processes and operationalization of the realization of public tenders.

“In the first year of this government, there was the authorization of 47% more vacancies than the entire period of the previous management. We will have permissions this year and next. We are really doing a process of recomposition of the workforce,” the minister stressed. In the last six years, the federal government has lost 73,000 servers.

The registration fee will be R$ 60 for middle-level vacancies; and R$ 90 for higher-level vacancies. Candidates who are part of the Single Registry for Social Programs (Cadúnico) are exempt from this payment; those who are studying or have studied college through the Higher Education Student Fund (Fies) or the University for All Program (ProUni); as well as those who have performed bone marrow transplantation.

To register, the candidate must access his account on the Gov.br platform. All account levels (gold, silver or bronze) will be accepted. Then, it is necessary to fill out the forms and attach the required documents in the notice. At the time of registration, the candidate will choose one of the eight thematic blocks.

“We are closing agreements with Banco do Brasil and Correios and we intend to close with Funai as well, to have physical places of attendance for those who have difficulty making online registration,” explained the minister. The face-to-face support for registration will be offered in the cities where the tests will be applied.

When applying for more than one position, the candidate should rank the positions of interest in order of preference to set the priority in a possible call, which will be based on the grade achieved.

The CPNU has percentages reserved for specific quotas: 5% of the total vacancies of each of the positions for candidates with disabilities and 20% for black candidates, in addition to 30% of the vacancies for the National Foundation of Indigenous Peoples (Funai) for candidates of indigenous origin.

Also on Wednesday, President Luiz Inácio Lula da Silva signed Decree No. 11.880, which amends the previous decree that provides for the UNCP, to establish that candidates not approved in the maximum amount established in the notice, even if they have reached a minimum grade, will automatically be rejected in the contest.

The inspiration for the unified competition model is the National Examination of Ensino Médio (Enem), which has already been in 1,727 municipalities with approximately 5.1 million enrollees. The CPNU counts on the active participation of the control bodies since the launch of the event.
