Paraná decree places agreements under review and may affect projects in the Campos Gerais
Agreements formalized by the State Health Secretariat (Sesa) and the State Education Secretariat (Seed), including those funded by their respective funds, are not covered by the decree

A decree issued by the Government of Paraná established new rules for the reassessment of agreements and partnerships involving the transfer of state resources. The measure can reach projects of municipalities of the Campos Gerais, including Ponta Grossa and neighboring cities, if they fit the criteria defined by the State.
Decree No. 15,581 of 30 October 2026, gives the Fiscal Governance Committee (CGF) the competence to re-evaluate agreements, terms of collaboration and terms of promotion concluded within the framework of the state administration.
The Committee may deliberate on the maintenance, modification, suspension or closure of the instruments covered by the measure.
What covenants may be affected?
According to the decree, the reassessment reaches certain agreements that, at the date of publication, had not yet reached the authorization and approval stages provided for in the text.
Also included are instruments that do not depend on bidding, as long as their execution has not yet begun.
Agreements formalized in the last semester and with tender procedures not yet concluded should receive priority attention.
Until there is a deliberation of the Fiscal Governance Committee, the responsible state bodies must refrain from authorizing certain stages of hiring and from releasing portions of the corresponding resources.
The decree also requires the responsible bodies to notify the participants of the agreements about the reassessment.
Health and education are out of the question
The text provides for important exceptions. The agreements formalized by the Secretary of State for Health (Sesa) and the Secretary of State for Education (Seed), including those financed by the respective funds, are not covered by the decree.
Neither are subject to the planned suspension the actions that are already in progress, with contract signed and regular execution.
The committee may also authorize exceptions, upon reasoned request, when the suspension poses a risk to the continuity of essential public services or to the attendance of emergency and calamity situations.
What about the municipalities of Campos Gerais?
For the municipalities of Campos Gerais, the main question is to identify which projects funded by the State Government fall within the conditions established by the decree.
Infrastructure works, urban projects and other initiatives that depend on state transfers may need evaluation, depending on the administrative situation of each agreement.
However, Decree No. 15,581 does not present a list of affected municipalities nor does it identify specific works that have been suspended.
Therefore, it is not yet possible to state that investments in Ponta Grossa, Castro, Carambeí, Palmeira, Tibagi or other municipalities in the region have been interrupted.
The BnT Online may seek information from the state secretariats and municipal administrations on the agreements submitted to reassessment and any impacts on the implementation schedules.
