The process for the installation of the new electronic traffic control system in Ponta Grossa took a decisive step on Wednesday (14). The Municipal Secretariat of Citizenship and Public Security (SMCSP) published, in an ordinary edition of the Official Journal of the Municipality, the final report that unanimously approves the company Splice Indústria, Comércio e Serviços Ltda. in the so-called Prova de Conceito (PoC) of the Electronic Pregão no 123/2025. With the technical approval, the tender now proceeds to the final stages of approval and contract signature.

The battery of practical tests took place between August 12 and 14 of this year and served to prove, in practice, if the equipment offered by the provisional winner of the contest met all the requirements of the notice. The evaluation was conducted by a technical commission of SMCSP, accompanied by the Superintendent of Traffic and Road Safety, João Rodrigo Pontes, and supervised in person by representatives of the competing consortium (Ponta Grossa Segura, formed by the companies Dataprom and Velsis).

Where the equipment has been tested

For field evaluation and uninterrupted operation for 72 hours, three different types of equipment were installed at strategic points of great flow in the city:

Route Controller (Type I): installed in Avenida Visconde de Taunay, no 2300 (centre/neighborhood direction);

Traffic light crossing controller (Type II): installed at the crossing of Avenida Ernesto Vilela with Rua Edipo Ferreira dos Santos Ribas (Sending Neighborhood/Center);

Reducer / Electronic Back (Type III): installed on Avenida Ernesto Vilela, no 860 (center/neighborhood direction), whose light panel passed a visibility test at 100 meters distance.

What new radars are capable of

In addition to fine for speeding at the fixed point, the test battery has validated a number of traffic monitoring and management technological features that will integrate the Ponta Grossa road system:

The system demonstrated the ability to identify the plate of the same vehicle at two different points and calculate the average speed traveled between them, curbing the practice of drivers braking only in front of the radar and then accelerating again.

Multiple violations: In addition to advance of red signal and stop over the pedestrian lane, the devices have been configured and approved in flagrante of vehicles invading exclusive lanes of buses, traffic of trucks in prohibited places and times and vehicles that no longer retain the lane destined for the signage.

Non-intrusive sensors: The equipment calculates the speed and length of the vehicles without the need to cut the asphalt to install physical ties, automatically classifying the fleet between motorcycles, cars, buses and trucks.

Electronic fence and alarms: Through Automatic Plate Reading (LAP), the platform issues immediate sound and visual alerts to the central whenever a previously registered vehicle (such as stolen, stolen or restricted cars) passes through one of the monitored points.

Operation during blackouts: The commission shut down the commercial electrical power of the three appliances. All maintained 100% operation for more than 30 minutes by powering internal nobreak systems and batteries.

Precision indexes exceeded the required

In order to pass the continuous operation test (day and night), the company needed to achieve a minimum rate of 90% efficiency. According to the technical report of the City Hall, Splice reached 96.07% in the Consistent Image Performance Index (CI), 95.65% in the Plate Reading Index (PLI) and 100% in the Operating Index (OFI).

Only during the initial 48 hours of testing (between 9:30 on August 12 and 9:30 on August 14), the three teams evaluated together 3,433 images of vehicles in a situation of infringement or monitored passage, with utilization rates ranging between 95.54% and 97.42%.

Radar in test helped identify the cause of accident

An unusual fact recorded in the minutes by the evaluating committee proved the practical utility of real-time monitoring on the second day of testing. On the morning of August 13, while technicians were evaluating the radar of Avenida Visconde de Taunay, a driver approached the team asking for help after suffering a rear-end collision in his vehicle. At the same time, the technicians consulted the records of the equipment under test and managed to locate the image and the plate of the other vehicle involved in the accident.

Next steps

With the publication of the approval of the Proof of Concept and the validation that the contest followed all the guidelines of the State Court of Accounts (TCE-PR) and the New Bid Law (Law No. 14.133/2021), the commission recommended the normal continuation of the bidding.

After the final approval of the agreement and the signing of the contract, the company will be responsible for the rental, deployment, operation and maintenance of the entire fleet of fixed electronic monitoring equipment of Ponta Grossa.
