Poll indicates 74.6% reject law on condominium deliveries in Ponta Grossa
Survey on condominium deliveries in Ponta Grossa shows 74.6% of residents surveyed by Secovi-PR are against the new law.

A survey on deliveries in Ponta Grossa condominiums conducted by the Union of Housing and Condominiums of Paraná (Secovi-PR), Regional Campos Gerais, points to strong rejection to Lei Municipal no 15.929/2026. Among the 796 residents participating, 594, the equivalent of 74.6%, said they were against the legislation. Another 202, or 25.4%, said they were in favour.
The legislation, authored by councillor Dr. Erick (PV), was approved by Câmara Municipal de Ponta Grossa in June. The text establishes that residents may not require workers responsible for deliveries to enter the internal areas of the condominiums to take orders to the door of the apartments or residences.
As a rule, the delivery must take place at the condominium or at another point previously determined by the condominium administration. The measure affects food delivery services, medicines, supermarket shopping and small orders.
According to Câmara Municipal, the proposal seeks to reduce conflicts, constraints and situations of insecurity involving deliverers.
Most prefer to receive orders at the door
Another data collected by Secovi-PR shows that 74.1% of participants prefer to receive their orders directly at the door of the residence. There were 590 residents who indicated this option, against 206, or 25.9%, who prefer to look for the products at the concierge.
The opinion, however, changes significantly depending on the model of the condominium.
In horizontal condominiums, 89% of participants said they were against the legislation, while 88.8% prefer that deliveries be made directly to the residence.
In vertical condominiums formed by several blocks, 75.5% are against the law and 79.1% say they prefer to receive orders at the door.
Already among residents of vertical single-block buildings, the scenery is reversed. In this group, 73.6% are in favor of legislation, while 82.9% prefer to withdraw requests in the ordinance.
For Secovi-PR, the numbers indicate that the structural characteristics of the condominiums directly influence the opinion of residents.
More than 93% advocate consultation before the law
The survey also questioned residents about the discussion conducted before the project was approved.
According to the survey, 745 participants, or 93.6%, consider that residents and delivery agents should have been heard before the approval of the proposal.
In addition, 406 respondents, corresponding to 51% of the sample, stated that they did not know the legislation before participating in the survey.
The administrator of condominiums Bruno Ronchi says that the legislation should be complied with, but considers that there are different realities between the enterprises.
According to him, in certain horizontal condominiums, a resident may need to travel a significant distance to the concierge to pick up an order.
“In some residential complexes, for example, the resident would need to travel a significant distance, often on foot, going almost a kilometer between round trips to the gate to receive a meal or order,” he says.
Ronchi advocates that the specific characteristics of each condominium be considered in the discussion.
Secovi fears impact on delivery
The president of Secovi-PR, Carlos Ribas Tavarnaro, stressed that the entity recognizes the importance of the professionals responsible for deliveries, but assesses that the affected sectors should have participated more broadly in the construction of the legislation.
According to Tavarnaro, the results also raise the possibility of changes in consumer behavior.
Among participants residing in horizontal condominiums, 73.9% said that in certain situations, such as orders for pizzas or snacks, it may be more advantageous to pick up the product directly at the establishment than to use the delivery service if it is necessary to walk to the concierge.
The use of delivery is frequent among the audience heard. In horizontal condominiums, 51.9% reported ordering a few times a week and 4.3% daily. In vertical multi-block condos, 43.4% use the service a few times a week and 6.4% every day.
The porters were also heard
The Secovi-PR also consulted eight companies responsible for concierge services.
Among the representatives interviewed, 75% assessed that the parties involved should have been heard before the project was processed in the Chamber.
In addition, 62.5% believe that compulsory receipt of orders can interfere with the routine of the ordinances, while 87.5% said that porters may feel uncomfortable taking responsibility for keeping orders until residents make the withdrawal.
Despite these concerns, 75% of this group said they were in favour of the legislation.
Most, however, advocate structural changes: 87.5% prefer solutions such as specific points for receiving orders or smart cabinets.
Survey heard from residents of 75 condominiums
In all, the Secovi-PR Regional Campos Gerais survey involved 796 residents of 75 condominiums identified in Ponta Grossa, including horizontal and vertical projects.
The entity also tried to include motorists in the survey, but reported that the adherence of workers was low and did not allow the formation of a sample considered adequate.
The Secovi-PR stresses that condominiums must comply with the municipal legislation in force, but considers that the numbers obtained can serve as a subsidy for future discussions on possible changes or improvements to the norm.
