Ponta Grossa City Hall publishes new act on emergency hiring for school meal program

The Prefeitura de Ponta Grossa published, on Thursday (24), a new administrative act regarding the emergency hiring for school snacks in PG. The document, published in the Official Journal of the Municipality, establishes the servers responsible for the monitoring and supervision of Contract No. 368/2026, signed with the company Soluções Serviços Terceirizados Ltda., responsible for the provision of nutrition and school feeding services in the municipal education network.

The contract was made in April of this year, for the total value of R$ 40.388.456,00, after the suspension of the contract with the company that previously provided the services. The new publication comes amidst the monitoring of contractual execution, which has already resulted in 17 notifications for irregularities pointed out by the municipal supervision. The Order of Service no 06/2026, signed by the municipal secretary of Education, Joana D’Arc Panzarini Egg, on September 21, designates the professionals responsible for monitoring the execution of the services provided by the third party company.

The document does not represent a new hiring, but formalizes the appointment of those responsible for the supervision of the existing contract. The publication also does not inform whether there has been a replacement of servers that previously exercised these functions.

Why did the City Council make an emergency contract?

The hiring of the Third Party Services Solutions occurred after Prefeitura de Ponta Grossa determined the precautionary suspension of the Contract No. 618/2025, signed with the company Omega Alimentação e Serviços Especializados S/A, which was previously responsible for school feeding. At the time, the municipal administration reported that the decision was motivated by the repeated breach of contractual obligations.

According to the City Hall, the supervisory teams identified problems in the provision of services and sent several notifications to the company since February. Even after the measures adopted by the Municipality, the irregularities would have persisted. In view of the need to guarantee the continuity of school feeding, the municipal administration carried out the emergency hiring of a new provider, which took over the services in May, with an initial period of 180 days.

The contracting of the Third Party Services Solutions was formalized through the Bid Dispensation No. 58/2026, linked to the Administrative Process No. 232/2026. The procedure was based on article 75, paragraph VIII, of Federal Law No. 14.133/2021, which establishes the possibility of dispensing from tendering in emergency situations.

The overall value foreseen for the hiring was R$ 40,388,456.00. This amount corresponds to the contractual value and does not necessarily mean that all resources have already been paid to the company.

The company responsible for the snack received 17 notifications

In August, Prefeitura de Ponta Grossa opened an administrative penalty procedure against Solutions Services Outsourcing, after the municipal oversight identified possible irregularities in the execution of the school feeding contract. As reported by BnT Online on August 10, the company received 17 notifications related to issues identified during the provision of the services.

Among the notes were possible non-compliance with the norms of the National School Feeding Program (PNAE), issues related to good food handling practices and compliance with contractual obligations. The inspection also reported difficulties in communicating with the company and obstacles to monitoring the execution of services.

The administrative procedure was registered under the SEI protocol no. 096845/2026, with the granting of a deadline for the contractor to present his defense. The notifications represent administrative notes and do not, in themselves, mean that all the irregularities have been definitively proven or that penalties have already been applied.

After the disclosure of the notifications, the Municipal Secretariat of Education sent a note to BnT Online, on August 11, clarifying the situation of the services provided in the school units. According to the folder, the problems identified did not cause lack of meals and no student received improper food.

The Secretariat reported that the non-conformities were related to the supply, transport and availability of certain foods, in addition to issues involving the organization of the teams and the fulfillment of contractual obligations.

At the time, the municipal administration also stated that part of the problems identified had already been solved.

New document sets up supervisors

The service order published on Thursday establishes those responsible for the management and supervision of Contract No. 368/2026. The server Andréia Aparecida Petruski was appointed manager of the contract, with Denise Pacievieth as an alternate. The document also identifies the professionals responsible for the technical and administrative supervision of school feeding services.

In addition, the directors of the school units were designated as sectoral tax officers of the contract, with the assignment of monitoring the provision of services in the respective institutions. According to the publication, the servers must represent the Municipal Secretariat of Education before the contracted company, exercising orientation, supervision and control activities to ensure compliance with the obligations established in the contract.

The service order does not present information on the results of notifications previously sent to the company, nor does it clarify whether the administrative penalty procedure has already been completed.

The contract is initially scheduled to close in November.

The emergency hiring of Third Party Services Solutions was established to ensure the continuity of school feeding while the City Council provided a new bidding process. According to information released in May, based on the records of the Municipality Transparency Portal, the contract was initially scheduled to close on November 4, 2026.

The service order published on Thursday does not present changes in the contractual term or information on the conclusion of a new tender for the definitive provision of services. It is still necessary to clarify whether the initially planned deadline remains valid and what measures are being adopted by the City to ensure the continuity of school feeding after the closure of the emergency hiring.

Nor is there, in the new publication, information on the amount actually paid to the company since the beginning of the contractual execution or on any penalties applied as a result of previous notifications.
