Ponta Grossa City Hall vetes gratification of up to R$ 1,200 for Education employees
The Ponta Grossa City Hall vetoed the entire text that provided monthly gratification of R$ 500 to R$ 1,200 for Education employees in hard-to-reach units. According to the Executive, changes made by the Chamber increased the estimated expense by about 60%.

The gratification for Education servers in Ponta Grossa that could reach R$ 1,200 per month was vetoed entirely by the Executive Power. The reasons for the veto to Law No. 16,092 were published in the Official Gazette on Wednesday (30). The benefit would be destined to municipal public employees who work in school units located in regions considered difficult to access.
The proposal originated from Bill No. 250/2026, submitted by the Executive itself. The text provided for payment of fixed amounts according to the locality of the school unit.
The values in the vetoed version were:
- Itaiacoca: R$ 1,200 per month;
- Guaragi: R$ 900;
- Pinheirinhos: R$ 700;
- Grapes: R$ 700;
- Vila Velha: $500.
Project would replace hours of travel
The proposal foresaw that the gratification would be compensatory in nature and would replace the payment of the in itinere calls, related to the time of travel of the servers to the units.
When the project began processing, Câmara Municipal reported that the proposal sent by the Executive sought to establish standardized compensation for servers facing similar displacements, avoiding differences arising from salaries for each career.
According to the Chamber, the original justification also pointed out that the measure could contribute to the crowding and permanence of professionals in distant school units.
The City Council has increased its
In the reasons for the veto, the Executive states that the values originally referred by the City Hall were increased during the processing in the Câmara Municipal.
According to the justification presented by the City Hall, the change represented an increase of approximately 60% in expenditure compared to the original estimate. The Executive also states that this change was not accompanied by a new estimate of budgetary-financial impact.
Executive cites legal and tax issues
The City Council maintains that the House could not increase expenditures on a project of private initiative of the Executive Power. In the document, the Municipality cites Constituição Federal devices, Ponta Grossa Organic Law and court decisions to substantiate the position.
Another argument presented involves the Tax Responsibility Act. According to the Executive, the initial estimate considered that the new gratification would replace the hours in itinere without causing an increase in personnel expenditure.
With the amounts changed, the City Council states that it would no longer be possible to guarantee that the new form of payment would maintain the economy or fiscal neutrality originally envisaged.
In the conclusion of the document, the Executive mentions “concrete tax risk” and requests Câmara Municipal to maintain the veto. The letter is signed by prefeita Elizabeth Schmidt and was forwarded to the Chairman of Câmara Municipal in office, Councilman Dr. Erick Camargo.
