Ponta Grossa creates center to combat hunger and food waste
Ponta Grossa officially created the CISA "Comida na Mesa", a structure that will integrate the Food Bank and the School Kitchen and focus on actions against hunger, food utilization and support for family agriculture

The CISA - Food on the Table at Ponta Grossa was officially created by the Municipality to gather and strengthen policies on food security, combating hunger and reducing food waste. The creation of the Integrated Center for Food and Nutritional Safety is listed in Lei Municipal no 16.082/2026, published in the Official Gazette on Tuesday (8).
The project is authored by the Executive Power and was approved by Câmara Municipal in the session of September 2. By the new legislation, CISA is now considered a strategic public equipment of the Municipal Food and Nutrition Security Policy.
Among the main objectives are to increase the access of the vulnerable population to adequate and healthy food, to reduce losses and waste, to strengthen family agriculture and to promote actions of food education, professional qualification and productive inclusion.
Food Bank and School Kitchen will be integrated
The new structure will have linked the Food Bank and the School Kitchen of Ponta Grossa. The Food Bank should have, among other activities, reception, pre-preparation, small processing and composting sectors, as well as programs aimed at people in a situation of nutritional vulnerability.
One of the highlights of the legislation determines that all food collected by the Municipal Administration, direct or indirect, must be destined to the Food Bank. The site will be responsible for the screening, processing and subsequent destination of the products.
The food will also be able to reach the program through donations from individuals and companies, partnerships with supermarkets, wholesalers, supply centers and rural producers, as well as public programs such as the Food Acquisition Program (PAA) and Local Direct Purchase.
Who will receive the food?
According to the law, public equipment and non-profit civil society organizations that provide meals may be benefited. For this, the entities must meet requirements such as regular registration with the Municipal Council of Social Assistance (CMAS), active registration with the Food Bank and compliance with health standards.
The proposal also provides for partnerships with public bodies, universities, civil society entities, cooperatives, associations of family farmers and private companies. The actions should involve different areas of the Municipality, such as social assistance, health, education, agriculture, meio ambiente and economic development.
Where will CISA work?
The legislation published on Tuesday does not yet inform the address where the CISA Food on the Table will be installed. The law establishes that the center will function in a property to be designated by the Executive Power.
There is also no specific date in the text published in the Official Gazette for the start of population care. The Executive may edit decrees to regulate the operation and execution of actions. Expenses will be covered by appropriations from the municipal budget, which may be supplemented when necessary.
Law No. 16.082/2026 is already in force from its publication in the Official Gazette.
