Ponta Grossa may exchange recyclables for pet food
Project includes animal food in the Verde Mais Market program and is on the agenda for the second discussion session of the Chamber this Wednesday (28)

The exchange of recyclable materials for dog and cat feed can become part of the Feira Verde Mais program in Ponta Grossa. The measure is provided for in Bill No. 187/2026, authored by councilman Fabio Silva, included in the agenda of the second discussion of Câmara Municipal on Wednesday (28).
The proposal amends Lei Municipal No 11.645/2014 to add feed to products that may be offered in recyclable collection campaigns. In the justification, the parliamentarian advocates the expansion of the social and environmental scope of the program, with support to families who face difficulties in guaranteeing the feeding of domestic animals.

The substitute developed by the Tourism Commission, Meio Ambiente and Animal Welfare establishes rules for the supply. The text provides for minimum premium rations, delivered in original, factory sealed packaging, with batch identification and expiration date. The distribution of fractional or bulk products is prohibited.
To separate logistics from feed from food used for human consumption, the proposal provides for the issuance of a ration or voucher at the time of weighing and delivery of recyclables. The withdrawal would take place at fixed points defined by the City Hall.
Among the locations envisaged as possibilities are the Reference Center for Animals at Risk (Crar), municipal administrative units, partner cooperatives and accredited agricultural products establishments. The text also establishes priority for families in situations of social vulnerability registered in the Single Register, in addition to independent protectors and animal protection organizations registered in the competent municipal body.
The amount of recyclables required to obtain each kilogram of feed and the withdrawal limits must be defined by the Executive Power by decree. The supply will depend on budgetary and financial availability and municipal regulations.
An amendment submitted by Fabio Silva proposes that the law enter into force on January 1, 2027. The inclusion of the draft in the agenda does not confirm its approval: the documents consulted inform the forecast of analysis in second discussion, without presenting the result of the vote.
