Ponta Grossa Municipality Foresees R$ 3 Million for Heavy Cleaning at Olarias Lake

Prefeitura de Ponta Grossa has published a contractual additive that provides R$ 3,055,301.00 for the execution of heavy urban cleaning services in the Olarias Lake. The document was published in the Official Gazette of the Municipality on Monday (21) and establishes the conditions for the realization of the works, which include the use of machines, trucks and specialized teams.

The investment is provided for in the 126th addendum to the Contract for the Provision of Services No. 189/2008, signed between the Municipality of Ponta Grossa and the Ponta Grossa Ambiental Public Service Concessionaire S/A.

According to the document, the objective is to carry out a cleaning intervention of the valley floor in the region of Lake Olarias, with the use of specific equipment and services.

Contract provides for heavy machinery and cleaning equipment

The additive establishes the equipment that can be used during the execution of the works, in addition to the respective values per hour of operation and the monthly payment limits. Among the equipment provided are tipper trucks, hydraulic excavators of different capacities, loader, backhoe, Munck truck and motor pump.

The document also provides for the use of a 22-ton hydraulic excavator, equipped with a 15-meter arm. For this equipment, the established variable value is R$ 169.44 per hour, with a monthly limit of R$ 137,652.15.

The standard cleaning team of the lake has a maximum forecast of R$ 143,624.08 per month. The figures are detailed in a table published on page 33 of the Official Journal.

Services will be accompanied by municipal secretariats

According to the contract, the intervention will be carried out directly by the Municipality, through the Municipal Secretariat of Meio Ambiente (SMMA) and the Municipal Secretariat of Infrastructure (SMI), with the participation of Ponta Grossa Ambiental in the activities covered by the additive.

The document determines that the technical responsibilities are individualized according to the attributions of each executor, with issuance of the respective Notes of Responsabilidade Técnica (ARTs), when required. The environmental license required for the intervention will also be under the responsibility of the Municipality.

The contract establishes that the services must be performed with the use of the appropriate working time and only of the equipment and activities considered essential for the work of cleaning the valley floor.

Payments will depend on the services executed

Although the total amount expected is R$ 3,055,301.00, this does not mean that the entire amount will necessarily be used. The additive determines that payments are made through monthly measurements, considering the services effectively executed and attested by the municipal supervision.

In order to receive payments, the company must submit monthly reports of activities, work diaries, photographic records, identification of the equipment used and information about the effective working days. Technical justifications for any shutdowns and documentation relating to subcontractors, where applicable, should also be submitted.

If the total amount foreseen is not used, the remaining amount must be returned to the Municipal Fund of Meio Ambiente. The validity of the additive was established between March 9 and December 31, 2026, with validation of the initial date. The document does not inform how much has been effectively spent, what steps of cleaning have been completed or the schedule of the remaining activities.

The official publication establishes, therefore, the financial and operational conditions for the performance of the heavy cleaning services in the Lake of Potteries, with forecast of use of specific equipment and monitoring of the execution by the municipal government.
