Ponta Grossa will have a program with 100% discount on fines and interest to settle debts

The Ponta Grossa Tax Recovery Program will allow individuals and legal entities to regularize municipal debts with 100% discount on fines and late interest. The measure was instituted by Law No. 16.117/2026, published in the Official Gazette of the Municipality on Friday (2).

Membership to the so-called PRF-2026 may be requested between October 5 and December 18, 2026. Payment must be made in a single installment. The law makes an important difference, however: the benefit does not reduce the original value of the debt or the monetary update. These values remain fully due. The discount of 100% affects the fine and the interest of late accrued until the date of the membership.

The program was approved in Câmara Municipal on Monday (28), and is authored by the Executive Power. The measure aims to stimulate the regularization of tax and non-tax credits, offering special conditions for taxpayers on a day or late with the municipality.

What debts can enter the program?

The PRF-2026 covers municipal tax and non-tax credits due to the date of publication of the law. Debts of natural or legal persons may be included, whether or not they are registered in active debt. The legislation also allows the inclusion of amounts that are already in out-of-court protest, tax enforcement or collection action, in addition to balances of previous installments that have not been fully paid or that have been cancelled due to default.

The law achieves municipal taxes of direct and indirect administration and also certain non-tax credits, such as public prices, tariffs, property revenues, rentals, compensations and administrative fines.

Traffic fines stay out

Not all debts can be included. Law No. 16.117/2026 expressly determines that fines arising from traffic violations are not part of PRF-2026, since this type of collection is governed by federal legislation and has a specific destination.

Also, credits whose remission or amnesty is prohibited by a higher norm and values whose title does not belong to the Municipality are excluded.

Payment will be in single installment

Another important point is that the benefit is conditional on the full payment in a single installment. Once the membership has been approved, the taxpayer will have up to two working days to make the payment. Regardless of the request date, the final collection deadline will be December 23, 2026.

If the payment is not made within the deadline, the membership will be automatically cancelled and the debit will have all the legal additions again.

Debts in court collection have specific rules

Those who have active debt already in tax execution or collection action may also join, but must prove the full payment of the custas judiciais and the attorneys’ fees. These amounts are not covered by the discount provided in the program.

By joining PRF-2026, the taxpayer also formally acknowledges the debts included and, when there is judicial or administrative discussion, must desist from actions, appeals, embargoes or challenges related to the negotiated values.

How will membership be made?

The law determines that the implementation of the program is preferably done by electronic system, allowing remote access to the taxpayer.

In cases of debts in protest, tax execution or collection action, the attendance must take place in person. The Executive may also regulate the procedures for membership, issuance of guides and control of payments. The PRF-2026 comes into effect with the publication of the law, while the period to apply for the benefit begins next Monday, October 5.
