A bill presented in Câmara Municipal de Ponta Grossa proposes changes in the service of collection of bulky waste of the municipality. Ordinary Law No. 341/2026, authored by councilman Fábio Silva, intends to amend Lei Municipal No. 15.511, of December 2025, to expand service channels and give more predictability to residents requesting collection.
Among the main changes planned is the creation of a specific channel for requesting, scheduling, monitoring and clarifying questions related to the service. The proposal establishes that this service is done, preferably, through WhatsApp or another widely used instant messaging platform.
By the text presented, the channel should allow the citizen to request the collection, make the scheduling, receive a protocol or identification of the request and have access to the forecast of the realization of the service. It should also be possible to monitor the situation of the request. The proposal also determines that, at the time of request or scheduling, the resident is informed, whenever possible, about the forecast of attendance, taking into account the operational capacity of the service and the schedule defined by the Executive Power.

Another planned change is the disclosure of a schedule of the bulky waste collection service. The programming should preferably be organized by neighborhoods, regions or areas of Ponta Grossa, indicating the dates foreseen for the collections.
In the justification of the project, the author states that the current legislation already provides for collection by scheduling, but that practical experience would demonstrate the need to improve communication with the population and expand the predictability of the service. Currently, according to the document, the request can be made by electronic form, but the citizen does not have a specific channel to follow the request or clarify questions directly.
The text also argues that the lack of information on when the collection will be carried out can make it difficult for residents to plan to place the waste in the appropriate place. The justification also relates the lack of predictability to the risk of irregular disposal of these materials.
The proposal does not set a mandatory and unique deadline for the collection to be carried out. The Executive Branch may regulate the operational procedures, the periodicity of updating the schedule, the regions served and the technological mechanisms used in the service. The project still needs to go through the processing on the Câmara Municipal. If approved and subsequently enacted into law, the new rules will come into force 90 days after publication.
