Project allows exchanging ESTAR regularization for donation of pet food in Ponta Grossa
ESTAR Solidário Animal in Ponta Grossa foresees exchange of notification regularization for donation of food for dogs and cats

Drivers notified of irregularities in the Ponta Grossa Digital STAR may have the possibility to replace the payment of the regularization with the donation of feed intended for dogs and cats served by animal protection entities. The measure is foreseen in Bill No. 272/2026, which creates the program “Being Animal Solidary”.
The proposal is authored by the president of Câmara Municipal de Ponta Grossa, Julio Kuller (PL), and the councilor Teka dos Animais (União). The text has already passed through the standing committees of the House, where it received favorable opinions, and now awaits inclusion in the agenda of the plenary vote.
It is important to note that the measure is not yet in force and will depend on the approval of the councillors, in addition to the subsequent stages of the legislative process.
How would the exchange for ration work
According to the project, the driver who receives a notification from ESTAR Digital will be able to convert the amount necessary for the regularization of the occurrence into feed for dogs or cats.
The alternative may be used only before the issuance of a possible transit ticket and within the situations that are authorized by the legislation and the municipal regulations.
The quantity of rations to be delivered shall correspond to the value of the regularization of the notification. A table with the values and the respective quantities should be defined later by Prefeitura de Ponta Grossa.
A drafting amendment submitted by the Legislation, Justice and Drafting Commission also establishes that the benefit can be used by the driver once every 30 days, term counted from the last notification.
Driver will have 15 days
If you opt for the program, the driver must deliver the ration to an animal protection entity duly accredited by the Municipality.
The deadline is up to 15 days after notification.
After receiving the donation, the entity must provide a proof to the driver. This document will be used to prove the delivery and allow the regularization of the occurrence with the STAR system.
By the project, when choosing the conversion of the regularization into ration, the driver recognizes the irregularity committed and gives up to present administrative appeal related to that occurrence.
Food will have quality rules
The text also sets out criteria to ensure the quality of products intended for animals.
The ration must be in original packaging and sealed from the factory, with identification of the lot and expiration date. Fractional, violated or bulk products may not be accepted.
The storage, transport and distribution must follow the health rules in force.
In the justification of the proposal, the authors also suggest that the future regulation establishes the requirement of premium quality feed, with the aim of guaranteeing better nutritional conditions to the animals served.
Entities must be accredited
The City Council must maintain an updated record of the organizations and entities authorized to receive the donations made by the program.
The report should be made available on the Municipality’s official portal.
It will also be under the responsibility of the Executive to regulate points such as the types of notifications that can be converted into rations, minimum product specifications, procedures for proof of deliveries and monitoring mechanisms.
Project seeks to help NGOs and protectors
According to the justification presented in the Chamber, the “STAR Solidário Animal” seeks to associate the educational character of the regularization of rotating parking with an action to support animal protection.
The authors expect to contribute to NGOs and independent protectors who keep dogs and cats in their care, reducing part of the expenditure on food.
The proposal also aims to encourage the regularisation of notifications before they become traffic charges.
Bill No. 272/2026 still needs to be analyzed by the plenary of Câmara Municipal de Ponta Grossa. It is only after the completion of the legislative process and possible sanction that the programme can be regulated and put into operation.
