Rain and temperatures above average will mark spring in Paraná
The scenario is linked to El Niño, a phenomenon of warming of the Pacific Ocean waters that is expected to reach its peak intensity between spring and summer.

The flower season arrives in the Southern Hemisphere on Tuesday (22), at 9:05 p.m. According to the Paraná Environmental Technology and Monitoring System (Simepar), spring will be marked by above-average rainfall in every month until December, with more frequent episodes of heavy rain, in addition to temperatures also above-average. The scenario is linked to the El Niño, a warming phenomenon of the waters of the Pacific Ocean that is expected to reach its peak of intensity between spring and summer.
Climatologically, spring is already characterized by the gradual increase in rainfall volume relative to winter. Rainfall occurs more frequently, associated with the passage of front systems and low pressure areas that normally form over Paraguay. What changes with respect to winter is that the cold fronts are usually more oceanic, passing less times over the continent. Irregular storms are common, in addition to the gradual increase in temperatures, with the decrease in the frequency of cold air masses.
The weather forecast of Simepar points out that September will have temperatures within the average throughout the state, with the possibility of values slightly above in the northern half. In October, temperatures will be within or slightly above the climate average in all regions. In November and December, temperatures will exceed the average across the state.
EL NIÑO
With more heat and moisture available in the atmosphere, which are already common for the season and will be further intensified by the El Niño phenomenon, there is more “fuel” for storm formation. Rainfall volumes will be above average every month until December, with values further from the average between the West, Southwest and Center-South of the Paraná in November, and in the western strip in December. It is precisely between spring and summer that the peak intensity of the phenomenon is predicted.
The El Niño is a climate phenomenon that warms the waters of the Pacific Ocean and influences the climate in several parts of the world, including the increase in rainfall in the Paraná. According to the latest update from the Climate Prediction Center, the body of the weather service of the Estados Unidos (NOAA), the phenomenon is strengthening, which reinforces the expectation of more voluminous and frequent rains in the Paraná throughout the spring.
PREPARATION
Since the first news about the El Niño intensity, the State Coordination of Defesa Civil (Cedec) has intensified the preparation actions with the municipalities. The 10 Regional Action Centers (NAR) held meetings alerting the 399 municipal coordinators about the severity of the scenario, guiding the municipalities to carry out activities to improve drainage, especially in areas with a history of occurrences. Information was also provided on the importance of updating the Contingency Plan and preparing the local population, given the reality of each region.
To date, 278 municipalities have carried out at least one preventive action, such as the maintenance and cleaning of drains and galleries, desasieration of rivers and canals, participation in orientation meetings or simulated tables, done online and live in which real disaster scenarios are presented to municipalities to inform which paths they will follow.
FROTA
This month the State increased the fleet of Defesa Civil State, Fire and Local teams of Defesa Civil municipal with the delivery of 110 4x4 vans. In total, 68 vehicles were destined for the municipalities and will assist the experts of Defesa Civil in accessing areas of risk or adversity for the realization of inspections, monitoring and rescues.
Simulated
In the months of March and April, the Defesa Civil State provided assistance to the municipalities of Morretes and Antonina in the organization, planning and execution of practical simulations with residents of priority risk areas. Online meetings were also held for the training by simulated table. In this activity, applied through the School of Management, adverse scenarios of disasters associated with excess rain are presented as floods, floods and landslides to assist the municipalities in decision-making and articulation between different actors, allowing to evaluate and validate the capacity for preparation, mitigation and response.
ARTICULATION
Cedec also organized meetings with the State Secretariat for Social Development and Family (Sedef) to support the municipalities in registering the vulnerable population of the risk areas and reviewing the 1,353 active shelters in Paraná. The secretariat also held a course aimed at the social workers of the municipalities on intervention and disaster management.
In partnership with the Secretariat of Innovation and Artificial Intelligence (Seia) it is planned to install 12 mobile phone and internet towers in risk areas of the State. This change allows about 12,000 people to receive the alerts issued by Cedec in adverse situations.
Together with the Instituto Água e Terra IIAT), Cedec made possible the dispensation of environmental licensing for emergency works of prevention, mitigation, response and recovery related to natural disasters in Paraná. The Secretariat of Education, through the School Brigades Program, strengthened the revision of buildings and the preparation of students and servants for extreme situations.
