Regulariza Paraná opens enrollment on October 2; see the deadlines
State decree also establishes conditions to regularize certain environmental debts of Instituto Água e Terra
The Regulariza Paraná program will receive memberships from 2 October 2026. According to a decree published in the Official State Gazette, the deadline for formalizing the installment ends on November 25, at 6 p.m. Those who choose to pay in single installments can join until November 30.

The dates are set out in Decree No. 15.144/2026, which updates the program regulations. The act also establishes conditions for non-tax credits originating from the Instituto Agua e Terra (IAT), provided that they have not been registered in active debt by the Secretariat of the Treasury and that their definitive constitution occurred until November 4, 2025.
Discounts for IAT debits
For environmental debts that fall within these conditions, the decree provides three options:

In these cases, the regularization must be done by the IAT website, with identification of the act and the number of the environmental infringement order. The reductions described in the decree refer to that specific category of credits; they should not be automatically allocated to all debts covered by Regulariza Paraná.
The text also allows those who had already paid out non-tax credits of the IAT in the previous rules to apply for adherence to the new conditions. If there is new accession, the remaining debt will be consolidated on the date of the request for the formalization of another installment.
Attention to deadlines
In addition to the final dates of accession, the decree sets November 18 as a deadline to request the State Attorney General’s Office for TRP and DAP applications mentioned in the regulation. The act entered into force on the date of its publication, on September 23.
Before joining, the interested party must check whether his debt meets the criteria of the program and what procedure applies to the case. The decree itself does not inform that any debt to the State will have the discounts provided for the environmental credits of the IAT.
