STF judges report on Moraes and Vorcaro on Tuesday
Ministers of the STF analyze on Monday (15) the report from the PF on alleged relationship between Alexandre de Moraes and former banker Daniel Vorcaro. The minister's faction argues that preliminary procedures could block the investigation.

The Supremo Tribunal Federal (STF) is preparing to judge, next Tuesday (15), the report of the Federal Police that points to the alleged relationship between the minister Alexandre de Moraes and the former banker Daniel Vorcaro, owner of the Banco Master. The Moraes wing in the Court argues that the analysis begins with procedural issues, the preliminary calls, which can bar the opening of an investigation.
Among the points that can be alleged for this purpose is a possible nullity of the report made by the minister André Mendonça on the case and the lack of access to all content extracted from Vorcaro's mobile by PF. The Prosecutor General’s Office has already expressed its support for the archiving of the report, on the grounds that its production was irregular.
Preliminaries can stop analysis of merit
A vice at the origin of the report could cause ministers to even discuss whether the messages warrant opening an investigation, or whether it would be necessary to have access to Moraes’s messages in response to Vorcaro for the count to be opened. This is because, according to the PGR, the drafting was determined by the minister, within the investigations of the Master case, without prior communication to the Presidency, without submission to the plenary and with supposed direction.
On Saturday (12), the president of the Court, Luiz Edson Fachin, took over the report of the discussion on the situation of Moraes. Fachin has not yet announced the rite of the session next Tuesday. The case is unprecedented in the Supreme Court, and there are doubts, for example, whether Moraes himself and the Attorney General’s Office will speak at the session.
Access to Vorcaro's cell phone divides ministers
Another discussion that became central on the eve of the session is access to all material extracted from Vorcaro’s cell phone. Ministers Cristiano Zanin, Moraes and Gilmar Mendes argue that the analysis of the material is fundamental for a broad evaluation of Moraes' case by the plenary. The PGR also stressed that access to the completeness of the data is necessary "for the formation of judgement on the subject put into debate".
The president of STF, Edson Fachin, gave 24 hours to PF to provide information about the phone. Any access to the device could postpone the session until the cabinets can do a scan. André Mendonça, for its part, claims that the copy passed by PF remains sealed in its cabinet.
Report points to Moraes's direct action
Throughout the investigation, the PF located 52 messages from December 21, 2023, to November 17, 2025, the date that banker Daniel Vorcaro was first arrested. The PF report states that the minister acted directly in the analysis and the edition of a contract of R$ 130 million, signed between the Banco Master and the law firm Barci de Moraes, of Viviane Barci, wife of the minister.
According to the Federal Police, in a message sent two days before he was arrested, the Master's owner asked Supreme Minister Alexandre de Moraes if he had to leave Brazil. According to the PF, Daniel Vorcaro asked the minister for help in containing actions by the PF and the Federal Public Prosecutor's Office against the bank. The report states that Vorcaro and Moraes met eight times.
Expectations for Tuesday's session
On Monday (14), the deadline for Moraes, Mendonça, the Attorney General of the Republic, Paulo Gonet, and the Director General of PF, Andrei Rodrigues, to express themselves on the production of the report. There is an expectation that the session will be opened, with some restriction of public access to the plenary. It is not ruled out the possibility of any minister presenting a point of order for the trial to be closed.
So far, six votes are considered more likely. Ministers Gilmar Mendes, Flávio Dino and Cristiano Zanin are pointed out as aligned with Moraes. The session on Tuesday promises to be one of the most tense moments in the recent history of the STF, with the potential to redefine the course of the Court.
