Candidates Swap States for Senate Seat in 2026

Hélio Lopes' candidacy for the Senate in Roraima exemplifies the strategy of parties in launching known names outside their traditional electoral bases. The practice, allowed by law, reignites the debate on state representation and party loyalty.

Disputing the Senate for a different state from where they paved the career is not new in Brazilian politics. The practice, however, gained more visibility in the 2026 elections, with nationally known politicians running outside their electoral strongholds. This year, each state elects two senators.

Even if permitted by electoral legislation, the practice reignites a debate on the representation of states in the Senate, the movement around a national project of parties and the choice of names considered 'faithful' and competitive by the subtitles. The theme has also been used as 'munition' by opponents, mainly for attacking campaigns in São Paulo.

Hélio Lopes surprises PL de Roraima

Hélio Lopes, for example, was elected federal deputy by Rio de Janeiro, but transferred the electoral domicile to contest one of the seats in the Senate by Roraima. The decision surprised even leaders of the local PL, who claim to have learned of the candidacy by the press. Now the PL has two candidates for the party in Roraima.

In the Partido Liberal, the tactic of including known names in the contest - although away from the 'electoral cradle' - is repeated with Carlos Bolsonaro in Santa Catarina. The strategy seeks to broaden the party’s seat in the Senate with trusted allies of the national leadership.

Election migration is nothing new

Despite being in evidence, electoral migrations are not new. In the first election after the redemocratization, in 1990, José Sarney transferred the title of Maranhão, where he built his career, to be elected senator by Amapá. Former president and senator José Sarney (PMDB-AP) was the senator who represented Amapá for the longest time: 24 years.

📅🗳️To run for the Senate, the candidate does not need to be born in the state, but must prove electoral domicile in the place for at least six months before the election. For the 2026 elections, the deadline ended on April 4.

Why parties look for names from outside

Political scientist Graziella Testa explains that the Senate has gained unprecedented weight in recent years by holding the exclusive power to approve nominations to the Supremo Tribunal Federal (STF) and judge impeachment proceedings of ministers. Because party loyalty is flexible and senators can change captions without losing their mandate, parties need allies who don’t “betray” them in crucial votes. The exit has been to use the six-month rule of domicile to launch names of strict trust of the national leadership of the domes.

Performance of Lopes in Roraima

The most voted federal deputy in Rio de Janeiro in 2018 (with more than 340,000 votes), and re-elected in 2022, Hélio Lopes arrived in Roraima and appears in 7th place among the 13 candidates for the Senate, according to the latest Quaest poll, released on Friday (25). According to the candidate, the candidacy for the Senate in Roraima serves a 'mission' given by Jair Bolsonaro. Helio is a historical ally of the former president, who has been serving time in prison for attempted coup d’état since November 2025.

Link with Roraima and judicial restrictions

Born in Queimados (RJ), Hélio Lopes was approved in 1991 to join the Army as a sergeant. It was there that he met Jair Bolsonaro, from whom he earned the nickname "brother that life gave me". The nomination of his name to dispute in Roraima came from the former president himself.

To defend the historical link with Roraima, the candidate claims to voters that he worked in the Amazon region and took a military course in Boa Vista in 1999. It also reinforces having sent amendments to computer laboratories in Roraima before even transferring the electoral domicile.

The Justiça Eleitoral, however, imposed restrictions on Lopes' campaign. Judge Joana Sarmento de Matos forbade him from using the name "Bolsonaro" in the ballot box and in electoral propaganda, when she judged that the surname would generate confusion and undue advantage. With this, he competes with the registration name: "Hélio Fernando Barbosa Lopes".

The scenario in Roraima illustrates the complexity of applications outside the original home, which can generate local resistance and questions about representativeness. The outcome of the 2026 elections will show whether the bet of the parties on national names will bear fruit in the Senate.
