Federal Police Produced Parallel Report on Mendonça in Master Case

The Federal Police produced a parallel report with critical analysis of the performance of the minister André Mendonça, of the Supremo Tribunal Federal (STF), in the operations Without Discount and Compliance Zero. The documents, obtained by the portal Boca no Trombone, examine from the standard of evidence adopted by the magistrate to its relationship with other members of the Court and political actors.

The production of the material preceded the decision of Tuesday (Sep 1, 2026), when Mendonça withdrew the secrecy of pieces of the investigation of the Banco Master that showed relationship between the founder of the institution, Daniel Vorcaro, and the minister Alexandre de Moraes.

On Thursday, Moraes used the information from the reports to support a decision in which he claimed there were “strong indications” of the practice of administrative improbity, abuse of authority and crime of responsibility by Mendonça in the conduct of the two operations. The minister asked the president of the STF, Edson Fachin, who opened a new procedure and gave five working days for Moraes, Mendonça, the attorney general of the Republic, Paulo Gonet, and the director general of the PF, Andrei Rodrigues, to provide information.

Political analysis and intelligence hypotheses

One of the political assessments made by analysts involves the president of the Senate, Davi Alcolumbre (União Brasil-AP). The report states that Alcolumbre would constitute a “probable strategic target”, considering its political strength, the favoritism to remain in the presidency of the Senate and the consequent control of the House’s agenda, especially on the processing of impeachment requests from ministers of the Supreme.

According to the report, regarding Moraes, the rapporteur’s speech would indicate interest at the beginning of a formal investigation when information related to the minister emerged. In the case of Toffoli, analysts identified a different stance: the document records “contemporization on the part of the rapporteur, despite the serious evidence already submitted by the Federal Police to STF.”

The analysis makes one caveat: the difference would be verifiable documentaryly, but its cause would not be demonstrated. The report therefore does not conclude that Mendonça favored Toffoli or persecuted Moraes. The source did not detail what specific information motivated this comparison.

Asymmetry in decision-making deadlines

PF agents also compared the time it took Mendonça to assess measures involving different politicians. A measure involving Castro took 75 days, from March 11 to May 25. Another, which had to appear favorable to the PGR, took 46 days, from May 30 to July 15.

A precautionary measure related to the Maceió Social Security Institute, filed on June 9, remained pending on August 1, more than 53 days later.

Internal impact on the Federal Police

The documents also analyze the decisions of Mendonça that affected the internal functioning of the Federal Police. The source did not detail which decisions were examined in this regard, but the report integrates a set of assessments on the minister’s conduct on different fronts.
