Geraldo Stocco leaves Chamber of PG plenary and president points to 'melancholy'

The councilor Geraldo Stocco (PV) asked to leave the plenary of Câmara Municipal de Ponta Grossa during the ordinary session of Monday (21), after questioning the decision of the Presidency to restrict the debate on the representation presented against Ricardo Zampieri (PL). The request to leave took place amid the vote that approved, by nine votes to one, the referral of the case to the Legislative Office.

“President, I want to reaffirm that you are tolerating us from debating something important. I request the absence of my session, Mr. President. It is unacceptable to be banned. I'm going out the same way, President. “Whether you want it or not,” said Geraldo Stocco.

Stocco expressed dissatisfaction with the conduct of the work by the mayor, Dr. Erick (PV), who had determined that the councilors should deliberate only on the referral of the representation, without discussing the merits of the charges. The divergence led to the temporary interruption of the session for a consultation with the Prosecutor’s Office and the Legislative Process Directorate.

After the resumption, Dr. Erick granted five minutes of demonstration to the two parliamentarians involved, Guilherme Mazer (PT) and Ricardo Zampieri, but maintained the restriction on the debate by the other councilors. Stocco again questioned the procedure during the vote and subsequently requested permission to leave the plenary.

Stocco questions voting and asks to leave

During the deliberation, Stocco argued that the Presidency's decision prevented parliamentarians from discussing a matter that he considered important. The councilman raised questions about the conduct of the work, but the president maintained the understanding that the vote should be limited to referral of the representation to the Board of Directors.

In the midst of the discussion, Stocco asked permission to leave the session. Dr. Erick initially did not authorise the exit and informed that it could answer the point of order submitted by the parliamentary until the next session, in accordance with its understanding on the Rules of Procedure.

Stocco reacted to the decision and stated that he would leave the plenary without the authorization at that time. The discussion continued with statements on the use of the word and the conduct of the vote.

Application for absence was subsequently approved

Despite the differences, the House concluded the vote of the representation against Ricardo Zampieri. The president announced the result of nine votes in favor and one against the referral of the case to the Board of Directors. The request for the absence of Geraldo Stocco was then put into discussion and put to the vote, and was approved by parliamentarians.

During the conduct of the work, Dr. Erick criticized Stocco's reaction and reiterated that the point of order presented could be answered until the next session. The president also apologized to the other councilors for the discussion that took place during the vote.

The transcript records that Dr. Erick thanked Stocco for his vote during the count. Thus, it is not possible to state that the parliamentary has ceased to participate in the deliberation on representation.

Others also questioned the lack of debate.

The restriction on demonstrations before the vote was also questioned by other members of the Legislative. After the result, the councilman Eder Pimentel stated that the parliamentarians should have had the opportunity to justify their votes before the deliberation.

Eder said he voted for Zampieri's referral to the Board of Directors, but felt it was important that each councilman could publicly explain his position on the matter. The demonstration demonstrates that the divergence on the procedure adopted by the Presidency was not restricted to Geraldo Stocco.

The President has adopted a procedure

Dr. Erick argued that the Internal Regulations did not provide for a broad discussion on the referral of representation at that stage. According to the president, the decision to give the floor only to directly involved parliamentarians sought to allow both to present their arguments without turning the vote into an early trial.

He also clarified that the approval of the referral to the Corregedoria does not represent a condemnation of Ricardo Zampieri. The representation shall continue to be considered by the responsible body, which shall examine the case in accordance with the applicable rules.
