The potential of monitoring the new generation of radars that should operate on Ponta Grossa was evident in the first battery of practical tests carried out by the City Hall. In a period of only 48 hours of uninterrupted operation, three experimental equipments installed in the avenues Ernesto Vilela and Viscount de Taunay identified 3,433 images in which there were traffic infractions. The volume is equivalent to an average of 71.5 occurrences per hour — or more than one flagrante per minute adding up the three points assessed.

The figures are contained in the Report of Use of the Proof of Concept (PoC) of the Electronic Pregão no 123/2025, published in the Official Gazette of the Municipality this Wednesday (14), which approved the system of the company Splice Indústria, Comércio e Serviços Ltda.. The collection of the data took place between 9:30 am on August 12 and 9:30 pm on this day.

As it is a strictly technical phase to test the efficiency of the system, the records were only used for statistics and approval of the tender, without generating fines for drivers.

X-ray of the flagrants: Where more records occurred

Of the 3,433 records captured by the sensors during the two days of analysis, 3,073 images were considered 100% valid and consistent for autulation, reaching a technical utilization rate greater than 95%. Detailed performance by point shows where drivers most slipped:

Av. Ernesto Vilela x Rua Edipo dos Santos Ribas (Semaphore Radar - Type II): It was the champion of occurrences. In 48 hours, the equipment counted 1,452 images of violations (average of 30 per hour), of which 1,345 were validated, reaching 95.80% of utilization.

Viscount of Taunay, no 2300 (Stretch Radar - Type I): Recorded 1,283 images in the two-day period (average of 26.7 per hour), with 1,102 valid records and a rate of 95.54%.

Av. Ernesto Vilela, No. 860 (Electronic Rib - Type III): Even with a light panel visible 100 meters away to display the speed to the driver, the reducer caught 698 occurrences in 48 hours (average of 14.5 per hour), with 626 valid images and 97.42% technical efficiency.

What the equipment showed during this period

The high number of registrations is explained by the multitasking capacity of the new devices. During the 48 hours in Avenida Ernesto Vilela and in Avenida Visconde de Taunay, the technical commission of the Municipal Secretariat of Citizenship and Public Security (SMCSP) ordered that the radars simultaneously monitored several conducts in addition to the excess of speed:

Advance red light and stop over the pedestrian lane: Monitored day and night at the crossroads of the Avenida Ernesto Vilela;

Invasion of the exclusive bus lane: Travelling cars that used the collective transport corridor were photographed automatically;

Trucks in a prohibited time or place: Between 16h on August 12 and 16h on August 13, the devices were specifically programmed to detect heavy vehicles in irregular circulation (Art. 187 of the CTB), even catching gas transport trucks and general cargo;

Change or disrespect of lane: Vehicles that have no longer retained the lane destined by the regulatory signage have also entered the count.

Night accuracy and license plate reading

Another data revealed by the official report is the ability to read the cameras even in dark or adverse conditions. In the overall assessment of the commission, the Plate Reading Index (ILP) — which requires the system to automatically “read” and transcribe the characters of the registration without human intervention — stuck to 95.65% of the correctness, exceeding the minimum goal of 90% stipulated by the City Hall.

Only a small fraction of the images (135 of the 3,433 records, or 3.9% of the total) were discarded for technical reasons, in addition to 225 discards for non-technical reasons (such as physically illegible registrations in the vehicles themselves or momentary external obstructions).

With the tests approved by the evaluating committee, the Prefeitura de Ponta Grossa is now moving towards the conclusion of the bidding process that will define the definitive installation schedule of the new radars on the city roads.
