Law establishes Municipal School Security Program in PG
New legislation provides measures such as electronic monitoring, access control, integration with security forces and installation of "panic button" in municipal network units

Law No. 16.060/2026, authored by Councillor Fabio Silva (Republicans), came into force on Thursday (17), establishing the Municipal School Safety Program within the public education network of the municipality. The proposal seeks to extend the protection of students, education professionals, servants and public heritage in Educação Infantil schools and municipal centers (CMEIs).
Among the measures provided for by the program are the possibility of hiring patrimonial surveillance services, armed or unarmed; the implementation of electronic monitoring systems, including security cameras; control of access of people in school units; preventive and educational actions aimed at the culture of peace and security in the school environment; in addition to integration with public security bodies.
According to the text, the implementation of the measures should take into account the specific needs of each school unit, taking into account technical criteria related to risk and vulnerability.
The new legislation also authorizes the Executive Power to implement an emergency actuation system, known as a “panic button”, integrated into a fixed device of the totem type. The equipment must be installed in a strategic location within the school units and will aim to enable a rapid response in situations of imminent risk to the physical integrity of students, education professionals and other users.
Whenever possible, the system may be integrated with public safety bodies and monitoring centres. The implementation may occur gradually, according to priority criteria established by the Public Administration and considering the degree of vulnerability of each unit.
Among the requirements for the totem are easy-access actuation button and protection against accidental actuation; two-way communication system for audio contact with a call center or monitoring; image capture device, when technically feasible and respecting the legislation of data protection and privacy; visual signaling; continuous electrical power supply with contingency mechanism; possibility of integration with electronic security systems for already existing people;
The program may also include the training of education professionals and servers for the use of security systems, including the actuation of the panic button and the adoption of emergency protocols. The law also establishes that the Executive Power may establish protocols of joint action with the public security forces and sign agreements and partnerships with public bodies and private entities to extend the effectiveness of the measures.
In the justification, the councilman Fabio Silva emphasizes that the proposal intends to bring together different strategies to strengthen the safety in the educational units. “The initiative seeks to establish an integrated set of actions, ranging from heritage surveillance to the use of monitoring technologies and rapid response to emergencies,” says the author.
