Paraná regulates aid to indigenous university students with 50% additional benefit for those with children
Resolution also provides installation aid for new entrants and establishes access and retention rules for participating universities

Indigenous students with parental responsibility for children under 18 years of age are entitled to an increase of 50% in the Permanent Assistance, in accordance with Resolution No. 235/2026 of the State Secretariat for Science, Technology and Higher Education of Paraná (Seti). Published in the Official Gazette on Tuesday (13), the standard regulates the program and establishes procedures for access and stay of indigenous peoples in participating public universities.
The additional depends on documentary proof before the University Commission for Indigenous Peoples (CUIA) of each institution. The percentage is the same regardless of the number of children, and the basic amount of the aid will be defined in Seti’s own act.
The resolution considers parental responsibility arising from unilateral, shared or otherwise legally recognized custody. When the two persons responsible are beneficiary students of the program, the addition may be allocated in full to one of them, by means of a consensual declaration, or divided in equal parts.
It is forbidden the full receipt of the additional by more than one responsible in relation to the same child. In the absence of agreement, the local CUIA should evaluate the care situation and the purpose of protecting the student stay.
Additional bag for installation
The standard also provides that students entering the first grade or period receive the benefit from the month of enrollment, with the right to an additional installation scholarship, in the same amount of the aid.
In order to receive the Permanent Aid, the student must have entered through the selection process of indigenous peoples, be enrolled and maintain regular attendance, according to the rules of the institution. The monthly payment is the responsibility of the university, subject to budget availability, with resources from the State Treasury.
The benefit will be cancelled when the student reaches a receiving period equal to or greater than the regular maximum time foreseen to complete the course. In exceptional situations, continuity may be authorized after analysis of the local CUIA and of the course collegiate.
Free selection and academic monitoring
The resolution establishes that the indigenous selection process is annual, free and specific. To enter the participating state universities, candidates belonging to the indigenous communities of Paraná, resident in the state, who are completing or have completed the ensino médio can apply.
Participating institutions must set up or adapt their local committees within 60 days of publication. These commissions will have responsibilities such as following the academic path, guiding enrolment and selecting students eligible for assistance.
