The delay in the hospitalization of patients treated in Pronto Atendimento Units (UPAs) of Ponta Grossa was questioned during a meeting of the Municipal Health Council. According to the minutes of the meeting held on October 6, published in the Official Journal of the Municipality on Thursday (22), a counselor reported situations involving patients awaiting hospital transfer and collected information on the compliance with the 48-hour stay limit in the units.

The matter was raised by counselor Antonio Laroca Neto, who questioned whether hospitals were meeting the hospitalization deadlines and whether the municipality had indicators on the average waiting time of patients. During the meeting, Laroca mentioned a situation in UPA Santa Paula, involving three patients aged 83, 85 and 65 years who, according to him, were awaiting hospitalization, even after referral to Santa Casa of Mercy of Ponta Grossa.

The patients presented, as reported in the minutes, clinical conditions involving tumor, thrombosis and hypoglycemia. The document does not specify how long each of the three patients remained waiting for transfer.

Councillor reports complaint to the Public Prosecutor

Laroca said he had sent a complaint to the Public Prosecutor’s Office of Paraná (MPPR), including during the night shift. The counselor also formally requested information about the length of stay of patients in the UPAs and the hospitals to which they were being referred.

The concern is related to the existence of a court decision mentioned during the meeting, referring to the limit of 48 hours of stay in the units of pronto atendimento. According to the registry, it was clarified during the debate that the UPAs should submit reports to the Public Prosecutor’s Office when a patient exceeds this period.

Laroca emphasized that the objective of the questions was not to hold a specific hospital accountable, but to understand the problems faced by the care network and to seek alternatives to reduce the waiting time.

Ambulances waited more than three hours on bed

Another episode mentioned in the meeting involved an ambulance from an APU that, according to the report of a participant identified as Josemar, would have remained for more than three hours awaiting the release of a hospital bed for hospitalization of a patient. During the discussion, difficulties were also addressed in referrals to hospitals in other municipalities and possible communication problems between the teams of the UPAs and hospital institutions.

Among the points raised were the need for complementary examinations, the availability of beds and the articulation between the different health services.

Waiting for psychiatric hospitalization also worries

In addition to patients who need clinical hospitalization, Laroca requested information about the length of stay of people awaiting hospitalization in mental health services in UPA Santana. The counselor questioned how long these patients remain in the unit until they can get a hospital position.

During the meeting, it was emphasized that the situation of mental health patients should be analyzed separately, since the judicial agreement related to the 48-hour period does not necessarily cover these cases.

Council collects data on waiting time

The counselor reinforced the need for the Municipal Health Council to receive detailed information about referrals and periods of stay of patients in the units. According to him, access to data would allow him to monitor compliance with judicial decisions, identify difficulties in the network and guide families who often do not know to whom to turn in the face of delays in hospitalizations.

The meeting was closed without the minutes presenting the requested indicators or a conclusive response on the average waiting time per hospital stay in Ponta Grossa. The episodes appear on pages 63 and 64 of the Official Electronic Journal of the Municipality, edition no 4.729, published on October 22, 2026.

Important: the situations described are reports presented during the meeting of the Municipal Health Council. The document does not confirm the current situation of the patients, nor does it individually prove that the three cases mentioned exceeded 48 hours of waiting.

The registry also does not present a specific manifestation of the Municipal Health Secretariat or the Santa Casa on the three cases. These clarifications are necessary to verify the referrals made and the reasons for the delays reported.
