Ponta Grossa takes first step toward creation of Municipal Police
The proposal allows municipalities to create civilian municipal police forces, operating in overt and community policing

The Municipal Civil Guard (GCM) of Ponta Grossa can be transformed into Municipal Police. The proposal was announced on Wednesday (4) by the president of Câmara Municipal, councilman Julio Kuller (PL), during the session of the Legislative. The initiative comes after the approval of the Proposed Amendment to the Constitution (PEC) of Public Security, which allows municipalities to reorganize their municipal guards.
During the speech, Kuller stated that he intends to act to make the change possible once the new constitutional legislation enters into force.
“As soon as the PEC is enacted, we will be arranging the transformation of municipal guards into municipal police officers in Ponta Grossa,” the parliamentarian said.
The PEC 18/2025 was unanimously approved by the Federal Senate on Tuesday (3), receiving 75 votes in favor and none against in the second round. The text follows for promulgation by the Congresso Nacional.
What changes with the creation of the Municipal Police?
The proposal allows municipalities to create municipal police officers of a civil nature, with actions in the ostensible and community policing, especially in the prevention of violence and in the protection of the population.
The change, however, will not happen automatically. Each municipality will need to pass its own legislation to establish the structure of the new corporation, define its attributions and regulate the transition of professionals.
By the rules provided, the current municipal guards can integrate the Municipal Police through the transformation of the existing positions. It will also be possible to conduct public tenders for the composition of the staff.
The criminal investigation will continue under the responsibility of the Civil Police. In addition, the legislation prevents a municipality from simultaneously maintaining a Municipal Guard and a Municipal Police with the same duties.
Ponta Grossa has about 400 agents
For Julio Kuller, the Ponta Grossa already has a municipal public safety structure capable of advancing to this new model.
Created in September 2003, the Municipal Civil Guard currently has approximately 400 agents, according to information from the Municipal Secretariat of Public Security.
In 2025 alone, the corporation carried out nearly 18,000 visits, recorded more than 12,000 incident reports, and made 1,444 arrests.
GCM also maintains specialized teams, such as the Tactical Action Group (GAT), the Operations Group with Dogs (GOC-K9), the Maria da Penha Patrol and the Environmental Patrol.
Another resource used in the security of the municipality is the Muralha Digital, a monitoring system that assists in the monitoring of occurrences and the action of the security forces.
Change still depends on municipal approval
Despite the announcement, the creation of the Municipal Police of Ponta Grossa still depends on legal steps.
After the enactment of the PEC, it will be necessary to draft and approve a draft lei municipal that regulates the new structure, the attributions of the agents and the transformation of the positions of the current Municipal Civil Guard.
The proposal announced by Kuller represents, therefore, the beginning of a discussion on the future of municipal public security, but does not yet set a date for the eventual transformation of the corporation.
