Ponta Grossa wants to create 1,169 positions for Health Agents and Endemics

The project provides for the creation of 769 positions for ACS and 400 positions for ACE, totaling 1,169 new jobs. According to the Municipality, these professionals will be funded by the Union through extra-budgetary resources

prefeita Elizabeth Schmidt forwarded to Câmara Municipal, through Message No. 001/2026, the bill that creates the career of Community Health Officer (CHO) and Anti-Endemy Officer (ACE) in Ponta Grossa. The proposal, dated January 15, 2026, will be analyzed by the councilors and represents one of the largest recent restructurings in the functional framework of municipal health.

According to the justification presented to the Legislative Assembly, both functions are professions regulated nationally, provided for in Constitutional Amendment 120/2022 and Federal Law No. 14.536/2023. The two positions are considered essential for the Unified Health System (SUS), acting directly in the prevention, monitoring and identification of health risks within communities.

The Community Health Agents carry out home visits, bridge the gap between the population and the medical team and assist in the monitoring of health problems in each territory served. Endemic Fighting Agents have a central role in addressing endemic diseases, working on prevention, control and guidance on environmental and health risks.

The project provides for the creation of 769 jobs for ACS and 400 jobs for ACE, totaling 1,169 new jobs. According to the City Council, these professionals will be funded by the Union, through extrabudgetary resources specifically intended to finance the activity.

In this first phase, therefore, there will be no direct financial impact for the Municipality — with the exception of the additional for time of service (biennium), which becomes municipal responsibility, since the proposal creates an effective functional career.

With the approval, the agents will stop acting as temporary workers and will become effective public employees, guaranteeing stability and continuity of service. The professionals who already act in the functions will be kept in activity, and the future hiring will occur exclusively by public tender, as the position is opening for vacancy.

The prefeita Elizabeth Schmidt highlights, in the message sent to the Legislative, that the measure strengthens the municipal SUS, expands the capacity of attendance and ensures better working conditions for agents. The Executive requests the support of councillors to approve the proposal, considered strategic to consolidate the public policy of health surveillance and disease prevention in the municipality.
